Page2 Town ofShelburne DEDICATION We would like to dedicate this Town Report to the memory of Robert O. Wilson. Bob and Lucia Wilson moved to Shelburne twenty-five years ago. They had their house built on North Road as he was getting ready to retire from S. D. Warren Co. in Westbrook, Maine, where he was an engineer. Bob was born in Berlin, NH and lived there for many years. He married his first wife, Dorothy, and they raised two children in Berlin. Their son, Robert, now lives in Anchorage, Alaska and daughter, Mary, lives in Cape Elizabeth, Maine. As a family they enjoyed camping and hiking. Bob's favorite area was Cupsuptic Lake near Rangely, Maine. Bob also loved the big bands and played the trombone in a local band. The band traveled between New Hampshire, Vermont and Maine to entertain numerous audiences. They played many times at the big Poretta Barn, right here in Shelburne. Bob served as a Selectmen for one term. The checklist was sworn to and used during the balloting. The Moderator showed the ballot boxes to be empty and balloting was in order until 7:00 PM, when the business articles were taken up. Article 1. The following people were elected by printed ballot: Moderator: John Henne (94 votes) Town Clerk: Constance Leger (91 votes) Selectman: John Gralenski (85 votes) Treasurer: Ben Werner (95 votes) Tax Collector: Robert Dinsmore (97 votes) Constable: Jerry Baker (86 votes) Auditor: Rodney Hayes (18 votes) Supervisor of Checklist: Nancy Philbrook 96 votes) ( Budget Committee: Don Merski (12 votes) Library Trustee Elizabeth Werner (95 votes) Trustee of Trust Funds: Robin Henne (95 votes) Cemetery Trustee: Ben Werner (93 votes) Town Memorial Forest: John Gralenski (95 votes) Article 2 It was voted to accept the reports of Town Officers heretofore chosen. Article 4 It was unanimously voted to establish a Capital Reserve Fund under RSA 35:1 for the purpose of purchasing Cemetery equipment, and to further appoint the Selectmen, as agents, to expend such sums as may be necessary forthis purpose. Motion: John Carpenter Second: John Gralenski Article 5 It was unanimously voted to raise and appropriate $500.00 to be added to the Cemetery Equipment Capital Resen/e Fund previously established. Motion: George Hill Second: Ray Danforth At 7:20 PM, the meeting was recessed for voting and to hold the School Meeting. At 8:35 PM, the Town Meeting was resumed. Article 6 It was unanimously voted to raise and appropriate $13,600.00 forthe purchase of a sanderforthe town truck. This will be a non-lapsing article per RSA 32:3 VI and will not lapse, until the purchase is completed, or in three years, whichever is less. Motion: George Hill Second: John Carpenter Page8 Town ofShelburne Article 7 It was unanimously voted to raise and appropriate $4,000.00 to purchase an updated computer system (with printer). This article will be funded as follows: $3,000.00 from the Land Use Change Account $1,000.00 from the encumbered Master Plan appropriation This will be a non-lapsing article per RSA 32:3 VI and will not lapse until a computer system is purchased. Motion: George Hill Second: Stanley Judge Article 8 It was unanimously voted to raise and appropriate $6,000.00 for the purpose of completing the dredging of Clement Brook stream bed. This will be a non-lapsing article per RSA 32:3 VI, and will not lapse until the work is complete or in three years, whichever is less. Original Motion: George Hill Second: Stanley Judge Amended Motion: Warren Hayes Second: George Hill Article 9 It was unanimously voted to raise and appropriate $1,000.00 forthe installation or repair of fire hydrants. This article will be funded from the remaining funds in the Land Use Change Account (currently $954.00), the balance to be funded from taxes. Motion: Warren Hayes Second: Burton Meyers Article 10 It was unanimously voted to authorize the Selectmen to negotiate and enter into license agreements with property owners on such terms as the Selectmen deem appropriate to allow the Town of Shelburne access to fire ponds, reservoirs and other sources ofwater for community fire protection. Motion: John Carpenter Second: Ray Danforth Article 11 It was unanimously voted to raise and appropriate $3,500.00 for the purchase of an emergency electrical generator. This will be a non-lapsing article per RSA 32:3 VI, and will not lapse until the generator is purchased, or in three years, whichever is less. Motion: Dan Lavertue Second: Stanley Judge Article 12 It was voted to raise and appropnate a sum not to exceed $20,000.00 for the purpose of reconstructing the Town Park, roads, or portions thereof, damaged by floods: and to authorize the Selectmen to apply for, contract for, and accept, grants of federal or state aid, or both as may be available, and to do all things necessary to carry out the purpose ofthis appropnation.
