NOTIFICATIONS BY GOVERNMENT REVENUE AND DISASTER MANAGEMENT DEPARTMENT - COVID -1 9 - INFECTION PREVENTION AND CONTROL - LOCKDOWN CONTINUED UPTO 31-01-2022 WITH RESTRICTIONS UNDER THE DISASTER MANAGEMENT ACT , 2005 [G .O. Ms. No. 30, Revenue and Disaster Management (D M -I V ), 12th January 2022 , மார்கழி 28, பிலவ , திருவள்ளுவர் ஆண்டு -2052 .) No. II( 2 ) /R EVDM /4 9 (a )/ 2 022 . WHEREAS on considering the prevailing Covid -1 9 pandemic scenario and as per the directives of Government of India , Ministry of Home Affairs , State -w ide lockdown /r estrictions was enforced throughout the State with effect from 4.00 A.M. of 10.05.2021 to 10.01.2022 in order to control the spread of COVID -1 9 . 2. Based on the recommendations of the expert team of Doctors and Public Health Specialists and based on the directives of Government of India 1, Ministry of Home Affairs , State Government have been directed to impose necessary restrictions to control corona infection and if necessary , to take action under Section 144 of the Criminal Procedure Code , 1973 . 3. In the present scenario of increasing trend in the Covid – 19 Omicron variant positive cases ,t he Hon'ble Chief Minister conducted a review meeting with Minister and officers to evaluate corona prevention activities . 4. Now , based the Directives issued by the Ministry of Home Affairs , Government of India , the proposal of the Principal Secretary /C ommissioner of Revenue Administration is accepted and the Government hereby orders to extend the Lockdown upto 31.01.2022 with the following restrictions under Disaster Management Act 2005 , in order to contain the spread of Covid -1 9 . i. Public are not allowed in all religious places /p lace of worship from 14.01.2022 to 18.01.2022 . ii. Complete lockdown on 16.01.2022 (S unday ). iii. In the interest of the Public ,i n Public transport the passengers shall be permitted to travel not exceeding 75 per cent of the seating capacity in order to enable the celebration of Pongal festival . All other allowed and restricted activities in existence shall continue to be permitted with existing restrictions . General Instruction : Those who have not taken vaccination and those who have taken first dose and not completed the second dose of vaccination are requested to be vaccinated immediately . 11-2 Ex .( 3 7 ) [ 1 ] 2 TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY Shops shall have mandatory hand hygiene (h and sanitizer with dispenser ), Thermal screening at the entrance . Management shall ensure that the workers and customers wear face masks compulsorily failing which action will be taken as per the law in force . The employees and owners of the commercial establishments should be vaccinated compulsorily and should hold the vaccination certificate . All shops and establishments shall avoid the air conditioning facilities and ensure that the doors and windows are kept open for cross ventilation . Further , social distancing norms shall be strictly followed . 'T est- Track- Treat- Vaccination- Covid -1 9 appropriate behaviour 'p rinciple shall be strictly adhered to . In order to contain the spread of Covid -1 9 , the Containment Zones shall be demarcated upto Micro Level and the containment measures including vaccination to the people in this area shall be initiated by the District Collectors and the Local Bodies as per the Standard Operating Procedures . Within the demarcated Containment Zones , containment measures shall be scrupulously followed , as under : Only essential activities shall be allowed in the Containment Zones . No activity , except medical emergencies and supply of essential goods and services shall be permitted . There shall be intensive house -t o- h ouse surveillance by surveillance teams formed for the purpose . In order to control spread of Covid -1 9 the regulations are monitored and violators will be imposed with fine . The implementation of the directives for COVID – 19 management shall be monitored continuously and in case of violation , action may be initiated and fine may be imposed against individuals and organizations . 5. Though the spread of Covid -1 9 is under control in the State , taking in to account the spread of COVID -1 9 Omicron variant ,t he Commissioner , Greater Chennai Corporation ,t he District Collectors and Local bodies should ensure the preventive measures in public places are to be scrupulously followed . Industries ,C ommercial establishments and Private Institutions are also to be monitored for preventive measures of Covid -1 9 .T he Commissioner GCC and the District Collectors should initiate action to close the shops / establishment in case of violation of Covid – 19 management directive is continuously . 6. Public are requested to take vaccine in vaccination camps conducted by the District Administration , Greater Chennai Corporation , local bodies and Public Health Department . The public need not get panic as the medical infrastructure facilities are readily available to tackle ; even if the spread of Covid -1 9 is high . The public may be requested to be careful and avoid moving to crowded places and to wear face mask and maintain social distance without fail by following preventive measures . 7. The Commissioner , Greater Chennai Corporation / District Collectors and Commissioners of Police / Superintendents of Police concerned shall take all necessary measures for the strict enforcement of National Directives for Covid -1 9 management viz ., wearing of face masks , hand hygiene and social distancing , screening & hygiene , frequent sanitization of entire workplace etc. , and adherence of the Standard Operating Procedures issued for the permitted activities . The Commissioner , Greater Chennai Corporation / District Collectors concerned may initiate penal action for imposing fines on persons violating the National Directives . 8. Any person violating these measures will be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act , 2005 , besides legal action under Section 188 of the IPC , and other legal provisions as applicable .
