Nei giorni del Forum, avranno inoltre luogo, all’interno e all’esterno della Mo- stra d’Oltremare una serie di eventi collaterali: mostre e spettacoli pensati per coinvolgere l’intera città sui temi e le discussioni del Forum. continua a pagina 24 the world urban forum 6 in naples The sixth edition of the World Urban Forum – an international meeting founded and organ- ised every two years by UN-Habitat – will be held from the 1 to the 7 September 2012 in the Mostra d’Oltremare in Naples. The Forum is organised by the United Nations Agency en- trusted with the promotion of sustainable urban development in our cities and the monitor- ing of the phenomenon of urbanisation and its impact on our communities and economies. After the first edition, held in Nairobi in 2002, the World Urban Forum was then held in Barcelona in 2004, in Vancouver in 2006, in Nanjing in 2008, and in Rio de Janeiro in 2010, progressively grown to become the most important platforms for the exchange of know- how, experience and solutions aimed towards the sustainable growth and development of our cities. The Naples edition to be held in 2012, organised in collaboration with the Italian Government, the Campania Regional Authorities and the Municipality of Naples, in collabo- ration with the Province of Naples, will focus on the theme “The Urban Future”, examining the implications of ever-increasing demographic growth to identify new solutions aimed at improving the quality of life. National and local government bodies will participate in the Forum as well as universities and other individuals and entities who wish to take part in a series of thematic discussions structured around a number of open debates, networking events, round tables and train- ing workshops. During the Forum, a series of collateral events will be organised within and outside the Mostra d’Oltremare: exhibitions and performances which will involve the entire city regarding the themes and topics of discussion of the Forum. continued on page 9 World Urban Forum 6 < 5 S E L P andra Pirera DNaA qPuaOntLo Is iP dRicOa, sTi AnaGrrOi, oN siI SdiTpAinga, Napoli il dominio di Ostrogoti, Bizantini, Normanni, aFrolml wehyaet so noe cnan n saayp, olre nsarrate, or paint, Normans, Swabians, Anjous, Aragonese, Bour- UF6 - NA ess supera tutto: la riva, la baia, il golfo, il Vesuvio, Svevi, Angioini, Aragonesi, Borbone che, tra Naples exceeds all: its shore, the bay, the gulf, bons which – in a veritable progression of adven- W Al © la città, le vicine campagne, i castelli, le pas- alterne vicende, portarono il Regno verso l’era Vesuvius, the city, the surrounding country- tures – have accompanied the city to the present seggiate… Io scuso tutti coloro ai quali la vista moderna. The World Urban Forum will be held at the Mostra D’Oltremare from 1 to 7 September, and is organized by UN-Habitat, the Government of Italy, Campania Region - through the Foundation Campania Festival - and the Municipality of Naples, in collaboration with the Province of Naples. The World Urban Forum was established by the United Nations to examine one of the most pressing problems facing the world today: rapid urbanization and its impact on communi- ties, cities, economies, climate change and policies. The second and third decades of the 21st Century will be an unprecedented moment in human history when the global population moves from 50% urban today to 70% urban in little over a generation from now. Arguably the greatest challenge facing humanity, a collaborative, sustain- able approach to all aspects of this rapid urbanization is needed. The sixth session of the World Urban Forum will build on discussions of the previous forums as well as on the recent discussions at Rio+20 in which cities were strongly emphasised as an important aspect of sustainable development. It encourages a critical reflection of the existing reality with a view to building a shared vision of the future. The conference is conceived as a platform where various segments of society can discuss, learn, practice, agree and disa- gree on different ways to build and sustain a more prosperous urban future for our cities. They can identify initiatives and commitments that can be effectively implemented to create cit- ies that are more democratic, just, sustainable and humane. 8 > World Urban Forum 6 World Urban Forum 6 < 9 S E L P A In this edition of the World Urban Forum, the four main themes discussion are: N - 6 1. The Shape of Cities: Urban Planning, Institutions, Regulation for better Quality of Life UF 2. Equity and Prosperity: Distribution of Wealth and Opportunities W 3. Productive Cities: Urban Job Creation 4. Urban Mobility, Energy and Environment The discussions will be focused, firstly, on how Urban planning and functional urban design creates the necessary conditions for cities to prosper by effectively responding to the demands of urban growth and rapid urbanization. The planning framework determines the promotion of liveable spaces and improvement in the quality of life. The WUF6 will also discuss the challenges to achieve prosperous cities. A prosperous city can only sustain itself if it is inclusive and equitable in nature. An equitable city reduces poverty and inequality by ensuring a systematic re-distribution of the economic benefits of development. An inclusive city protects the rights of all its residents, particularly the most vulnerable and margin- alized groups, and it takes steps to promote gender equality, minority rights, etc. A prosperous In the 21st Century, we need cities that fosters economic development and creates conditions city is also cognizant of its cultural diversity, and is characterized by respecting differences in to provide decent, productive and remunerative jobs and equal opportunities for everyone by lifestyles and expressions, including ethnicity, language, religion, historical origins, values and implementing effective economic policies and reforms using creativity, innovation, research and beliefs and gender. development, science and technology In addition, a prosperous city seeks to enhance urban mobility and connectivity by providing adequate infrastructure such as roads, streets, telecommunications including digital solutions, o urban and inter-urban transport systems supported by sound financial mechanisms and regula- neir tions. It is mandated to promote socially and environmentally sustain- able towns and cities with the goal of providing adequate shelter for all. UN-Habitat works to expand understanding of inadequate shelter and poverty and to facilitate the tracking of progress in urban development. It also sets out norms and best practice for sustain- able urbanization and urban poverty reduction, promoting realistic urban planning as the key to harnessing the economic potential of cities. In addition, UN-Habitat’s Risk Reduction and Rehabilitation work helps governments and local au- thorities rebuild in countries recovering from war or natural disasters, providing technical assistance to help prevent future reoccurrences that are exacerbated by poor infrastructure. The agency is working, or has worked in Afghanistan, Bangladesh, Central Asia, Haiti, Iran, Iraq, Kenya, Somalia and Sudan, to name just a few, as well as the Indian Ocean rim countries hit by the 2003 tsunami. With the effects of climate change, we are also seeing rising numbers of “environmental migrants” – people who are forced from their homes into cities by changes in the environment and a loss of their way of life. UN-Habitat aims to ensure that in the future our cities and towns are planned and built in an environmentally sustainable manner. UN-Habitat recognises slums as the most visible manifestation of poverty within the overall ur- banization process. It, therefore, has a sharp focus on highlighting and reducing urban poverty, and working towards the Millennium Development Goal to improve the lives of 100 million slum dwellers by the year 2020. Through the World Urban Campaign (www.worldurbancampaign.org) and a number of global pro- grammes including technical cooperation, UN-Habitat carries out concrete poverty reduction ac- tivities on the ground, encouraging partnership between private and public sector actors to create targeted solutions to the challenge of chaotic urbanization. 14 > UN-Habitat UN-Habitat < 15 S E L P “We need to start thinking of cities in a positive light” A N - 6 F U INTeRvIeW WITh dR joaN CloS, W UNITed NaTIoNS UNdeR-SeCReTaRy-geNeRal aNd exeCUTIve dIReCToR, UN-habITaT What are the main challenges facing cities today?
