Montuori Board of Selectmen The following is a summary of the major highlights the Selectmen were involved with during the past year: o Groundbreaking of the Arthur Griffin Center for Photographic Art. This project was three years in the development stage and is a good example of public/private cooperation. The facility, when completed in the Spring of 1992, will be an asset to Winchester Center as well as to the entire community. oD ‘Completion of negotiations with Purity Supreme for the expansion of their facility in Winchester Center. The agree- - .ments provided for a gift to the Town for the improvement of ~athletic fields. This project is another €xample of public/ - private cooperation. o Continued involvement with all of the Boards and Committees in the budget preparation process. Particularly included is the School Committee, Assessors, Finance Committee, Library Trustees, Personnel Board, and Capital Planning Committee. It is essential that this dialogue be continued on a regular basis, given the difficult fiscal conditions. o Installation of water mains on Main Street and Swan Road. These were completed as part of a State grant program. This project was included if the Water Master Plan prepared in Ss ics e o Construction by the MWRA of the Forest Street connection to the Bear Hill Standpipe in Stoneham. ‘ This project, once com- pleted, will provide the Town with a reliabl® backup for the East High and Middle Low water service system. o Continued discussion with employee labor unions on various matters, including the fiscal condition of the Town as well as stabilization of health insurance costs. o Initiation with the School Department and Police Department of the D.A.R.E. program, which will provide for the early education of Winchester's youth on the problems associated with drug and alcohol abuse. o Formation of a special committee to advise the Town Meeting on the future development and use of varsity athletic fields. Over the years there have been many studies performed relating to the upgrade of these facilities, and it is important that a definitive action plan be developed. The demands of the youth of Winchester on sports fields mandate that a positive program be established, to ensure that quality facilities are available.
