ACTION: Upon motion by CommissionerMok and second by CommissionerPelosi the minutes ofthe July 16, 2003 Special Meeting and October 15, 2003 Operations Committee Regular Meeting were unanimously adopted. Presentation: Fiscal Year2004-2005 DraftBudget DirectorJared Blumenfeld began the presentation by offering a briefoverview ofthe economic outlook ofthe City. He briefly reviewed the budget instructions andthe development process. Mr. Blumenfeld noted, although the Department ofthe Environment operates independently of General Fund support it is still obligated to followthe directives ofthe Mayor andthe Controller to reduce its budget expenses. Ami Biligiri, Finance and Administration Manager, then reviewed the figures forthe 2004-2005 Draft Budget noting areas ofsignificantchange. Information: Updated Budget Report Fiscal Year 2003-2004 Ms. Biligiri briefly updatedthe Committee onthe department's current budget performance through the 2nd quarter. Presentation: Draft Strategic Plan for Environmental Justice Program Anne Eng, Environmental Justice ("EJ") Program Manager, gave a briefoverview ofthe EJ Program. There are currently four(4) members ofthe EJteam. Ms. Eng also offered a historical overview ofthe program, functions and its activities. She then reviewed the fiscal and program goals and objectives ofthe EJ Program as outlined in the Strategic Plan. Discussion: Past and Current Environmental Justice Grants and Process for Environmental Justice Grants Program • Ms. Eng led the Committee in a discussion of successes and challenges of grants awarded to Literacy for Environmental Justice (LEJ) and Tetra Tech, Inc. Dana Lanza ofLEJ discussed the organizations request to amend its original plan to build an environmental classroom at Heron's Head Park. Due to cost prohibitive structural issues the organization was forced to consider alternate sites for the project. A suitable site was located at McClaren Park; however, this location is located outside ofBayview Hunters Point. While this is a bit ofa disappointment, the new location is actually more accessible to Bayview Hunter Point children youth, because of its close proximate to local public schools that have a high Bayview Hunters Point student population. After careful consideration and consultation with the attorney, it was determined by the EJ staff, that the project would still provide service, be ofvalue and benefit to the Bayview Hunters Point community and, further that the proposed amendment to the project was consistent with the intended use of the grant funds. Discussions ensued. James Morrison a member of the public expressed concern about the project's viability and accessibility for Bayview Hunters Point youth. He was also concerned about departmental procedures and processes with respect to monitoringthe EJ grants. The Tetra Tech solar wind and education project has expired. The work was not completed. There is a $150, 000 dollars left in the grant. A solar panel was constructed however it has not been placed. The EJ team is currently looking fora suitable site to locate the solarpanel. • A discussion ofprogram evaluation strategies ensued. The Committee requested thatthe EJ team look at is current practices and make revisions as necessary to promote efficiency in the process. Ms. Eng noted thatthe grant approval process is being streamlined; evaluations and approvals will be conducted in-house with Commission participation and oversight and with the final approval atthe discretion ofthe Director. 8. New Business • Each Department division should regularly present/ report program success and challenges as they relate to the goals and objectives outlined in the Strategic Plan. • Role ofthe Committee in terms ofprogram support. 9. Public Comment • James Morrison asked thatthe Committee to look into the grantee selection process. 10.
