Indicator 3: Early Childhood Outcomes (ECO) Data Source: First Steps database Entry and exit ratings were used to determine the child’s “outcome” in each of the three areas. Children who were in First Steps less than six months were not included in the data. Indicator 4: Family Involvement Data Source: First Steps Family Survey, May 2014 Surveys were sent to all families with IFSPs in May 2014. Statewide response rate for the 2014 Family Survey: 22%. Indicator 4A: Averages the responses for two questions: "I received information and explanations about our family's rights to file a child complaint" and "I received information and explanations about our parental rights." Indicator 4B: Averages the responses for two questions: "We are able to find and use the services and programs available to us." and "We know who to contact and what to do when we have questions or concerns."
