According to Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3170.01E, an FAA identifies the opera- tional tasks, conditions, and standards needed to achieve military objectives.1 Two other elements of the JCIDS process will follow: the functional needs analysis (FNA) and the functional solution analysis (FSA).2 The research described in this monograph was sponsored by Maj Gen Thomas P. Kane, Director, Plans and Programs, Headquar- ters, Air Mobility Command (AMC), Scott Air Force Base, Illinois (HQ AMC/A5).
