PROJECT DESCRIPTION A. The Public Work to be completed under the contract consists of furnishing all labor, materials, equipment, and all other incidentals required to rehabilitate and upgrade six (6) dual media granular filters at the Graham Hill Water Treatment Plant as illustrated on the plans and detailed in the project specifications. 2. PRE-BID MEETING A. There will be a mandatory pre-bid meeting held at the Project Site (715 Graham Hill Road, Santa Cruz, CA 95060) starting at 2 PM on Thursday, May 29, 2014. B. The City will accept bids only from PRIME Contractors who had a representative attend. 3. BID OPENING A. Sealed Bids for the project will be accepted by the City of Santa Cruz Water Department, until 4 PM on Thursday, June 12, 2014 at which time they will be publicly opened and read aloud at: 212 LOCUST STREET, SUITE C SANTA CRUZ, CALIFORNIA 95060 4. BIDDING DOCUMENTS A. Contract Documents including Plans, Project Specifications, Standard Specifications, and Addenda as are on file and may be examined at the above address. B. Electronic copies of the Contract Documents and Reference Documents may be obtained from the City free of charge on Ebidboard. Please e-mail a request to: [email protected] C. Contractors must contact Water Department’s Engineering Division to ensure that the Contractor is recorded as a plan holder. Only Contractors who appear on the Water Department’s plan holder list will be notified by the Water Department when addenda to the contract documents are issued. D. Failure to include signed addenda with the bid package may result in rejection of the bid. It is the sole responsibility of the Contractor to include all issued addenda in the bid package. 5. CONDITIONS A. The Bid must be accompanied by a Bid Security in the amount of 10% of the total price bid. Unless otherwise allowed by law, no bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. B. The Contractor shall hold and maintain for the length of the contract, a Class A State of California Contractor’s License in good standing, shall provide evidence of Contractor’s qualifications, and list all subcontractors over 0.5% of the total bid price. C. Prevailing wage and apprenticeship requirements apply in accordance with the California Labor Code. Additionally, the Santa Cruz Municipal Code requires a good- faith effort to employ qualified individuals in sufficient numbers so that no less than fifty percent of the total construction labor forces, including all subcontractors, are residents of the County of Santa Cruz or are members of a local hiring hall which has jurisdiction in Santa Cruz County. EXAMINATION OF BIDDING DOCUMENTS AND SITE OF WORK It is the responsibility of each Contractor before submitting a Bid to: A. Examine and carefully study the Bidding Documents, including any Addenda and other related data identified in the Bidding Documents. B. Visit the Site and become familiar with and satisfied as to the general, local, and site conditions that may affect cost, progress, and performance of the Work. C. Become familiar with and satisfied as to all federal, state, and local Laws and Regulations that may affect cost, progress, or performance of the Work. D. Become aware of the general nature of the work to be performed by City and by others that relates to the Work as indicated in the Bidding Documents. E. Determine that the Bidding Documents are generally sufficient to indicate and convey understanding of all terms and conditions for the performance of the Work. 2. The state of formation of the firm and the official address of the firm must be shown along with the signature. 4. SUBMITTAL OF BID A. Bid shall be submitted no later than the date and time prescribed and at the place indicated in the Invitation to Bidders and shall be enclosed in a sealed envelope plainly marked with the project title, the name and address of Bidder, and shall be accompanied by the Bid security and other required documents. If a Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed in a separate envelope plainly marked on the outside with the notation "BID ENCLOSED - GRAHAM HILL WATER TREATMENT PLANT FILTER REHABILITATION AND UPGRADES PROJECT." B.
