Description:Information and communication technologies (ICTs) are at the heart of recent economic and social transformations in both the industrialized and many developing countries. As their capabilities increase, they are being applied throughout all sectors of economies and societies. Developing countries are being encouraged to invest in their national information infrastructures so that they can participate in knowledge-based development and experience the predicted economic and social benefits. This study is intended to be a resource for ICT policy planners and decision makers, and offers policy-oriented perspectives on ICT policy formulation and implementation in the ESCAP region.
