Capital flowstoalargenumberofemergingeconomiesexpandedrapidlyduringthe 1990s. Such capital surges were often followed by financial crisis affecting severalemergingeconomiesofAsiaandLatinAmericainthe1990s. Thereisabroadrecognitionthatfinancialinstabilityisdeeplyrootedin thepresentoperationofmarkets,whichhasbroughtconsensusontheneedto examinetheissueindepth,inordertourgentlyfindbettersolutionsforcrises preventionandcrisesmanagement.ThemeetingsofInternationalFinancial Institutions, G-7 and various groupings of developing economies have directedtheirattentiontothisissue.
