Joint Venture TRIR Total recordable incident rate VOC Volatile organic compound USACE U.S. Army Corps of Engineers UXO Unexploded ordnance v Final Accident Prevention Plan RCRA Facility Investigation KSAAP Furnace, Trench and Range Areas Parsons, Labette County, Kansas Contract No. W912DQ-12-D-3001 Task Order No. 0005, 12/2015 2.0 BACKGROUND INFORMATION  Contractor: TriEco TT, a joint venture between TriEco, LLC and Tetra Tech, Inc.  Contract Number: W912DQ-12-D-3001, Contract Task Order (TO) 0005  Project Name: KSAAP Furnace, Trench, and Range Areas in Parsons, Labette County, Kansas  KSAAP is south of Highway 400, east and north of Highway 59, approximately 1 mile west of the Neosho River and approximately 4 miles southeast of downtown Parsons, in Labette County, Kansas. The installation encompasses approximately 13,727 acres. Figure 1 in Appendix A is a site location map.  In 2005, the plant was listed for closure by the Base Realignment and Closure (BRAC) Commission. In 2010 and 2012, portions of the plant (approximately 8,716 acres) were transferred to the Kansas Department of Wildlife, Parks and Tourism and Great Plains Development Authority. Currently, BRAC is working with the United States Army Corps of Engineers (USACE) on possible closure of the Range Areas that encompass approximately 122 additional acres of land. The objectives of this TO are to conduct the necessary field work and data analysis to prepare a Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) report and baseline risk assessment (BLRA) of any contaminated soil, sediment, surface water, and groundwater that might be found within the subject area. Purposes of this TO are to:  Evaluate existing soil and groundwater data and additional information provided by USACE to identify major data gaps / needs.  Recommend additional investigations and studies required for the RFI.  Conduct the RFI work, using existing information to the extent applicable. 2.1 SITE BACKGROUND The area of investigation (the Site) includes the Furnace, Trench, and Range Areas, at which trenching and surface disposal of cultural debris, munitions-related debris (MD), and munitions and explosives of concern (MEC) may have occurred (USACE 2014). The Furnace, Trench, and Range Areas include the:  Mortar Area  Furnace and Trench Area  Grenade Range/West 2000 Munitions Test Area  East 2000 Munitions Test Area/Combined Effects Munition (CEM) Test Area, and  Former Munitions Test Area 75. These areas are shown on the site layout map (see Figure 2 in Appendix A). 2-1 Final Accident Prevention Plan RCRA Facility Investigation KSAAP Furnace, Trench and Range Areas Parsons, Labette County, Kansas Contract No. W912DQ-12-D-3001 Task Order No. 0005, 12/2015 Mortar Area The 3-acre Mortar Area is immediately south of the Furnace and Trench Area. Although little is known about this area, it is believed to have been used for a short period of time in the 1980s to test mortar fuses, not involving detonation of live mortar rounds (USACE 2014). Furnace and Trench Area The Former Furnace Area (Furnace Area), which currently encompasses a field of trees, brush, grasses, and a creek, is believed to have been used in the past for several activities. Burn pads existed in the area from the 1940s to early 1950s. The furnace at Building 88 was used to burn “off-spec” bomb live unit (BLU) munitions from the cluster bomb unit (CBU) system in the 1970s through the early 1980s. Building 88 consisted of an 8- by 8-foot brick building with associated parapets, aboveground propane tank, and sandbag barricade; it was directly east of the current chemical waste processor (CWP), which housed the BLU Disposal – CBU System (USACE 2014). Grenade Range/West 2000 Munitions Test Area The 2000 Area was a quality assurance testing facility for the M42 and M46 grenades and associated fuses. The West 2000 Area was constructed in 1976 for grenade reliability testing (penetration testing). The penetration tests involved detonation of six grenades simultaneously, and it was not uncommon for one of the six grenades not to detonate, and be projected into the surrounding area by the explosion of the other five grenades. These projected grenades were not always recovered (USACE 2014). 2000 Munitions Test Area/Combined Effects Munition (CEM) Test Area The East 2000 Munitions Test Area was constructed in 1986 for quality assurance testing of grenade fuses. The CEM Area was a test site within the eastern portion of the 2000 Area, and is also referred to as the 2005 test range. In addition to CEM testing, sectioning of 60 millimeter (mm), 81mm, and 155mm M795 trinitrotoluene (TNT) projectiles to determine cast quality, and base separation reportedly occurred at this site. Buildings in the area include an observation shelter, a penetration test barricade, the test area, and various storage facilities (USACE 2014). Former Munitions Test Area 75 This approximately 1-acre area, northwest of the 2000 Area, was used for quality control. Quality control activities included cutting completed munitions in half for inspection and measurements. Disposal practices are not known (USACE 2014). 2.2 PHASES OF WORK  Phases of work requiring Activity Hazard Analyses (AHA) are as follows: o MEC clearance, where required, will be performed by another USACE contractor and is not included as an AHA for this investigation. 2-2 Final Accident Prevention Plan RCRA Facility Investigation KSAAP Furnace, Trench and Range Areas Parsons, Labette County, Kansas Contract No. W912DQ-12-D-3001 Task Order No. 0005, 12/2015 o Mobilize and demobilize TriEco TT personnel and subcontractors to the Site for installation of monitoring wells, direct-push technology (DPT) soil sampling, groundwater sampling, surface water sampling, and sediment sampling. o Install and develop monitoring wells for groundwater sampling via application of mud rotary or the equivalent drilling methods. o Collect soil samples from boreholes via DPT sampling. o Collect soil samples at DPT locations for a background metals study. o Collect surface water and sediment samples. o Survey elevations and locations of new sample locations. o Appropriately manage investigation-derived waste (IDW) generated during well installation, well development, and sampling. 2-3 Final Accident Prevention Plan RCRA Facility Investigation KSAAP Furnace, Trench and Range Areas Parsons, Labette County, Kansas Contract No. W912DQ-12-D-3001 Task Order No. 0005, 12/2015
