ILLINOIS COMMUNITY COLLEGE BOARD FALL 2005 ENROLLMENT SURVEY REPORT Fall opening enrollment (E1) data for credit-generating students are recorded by the colleges at the end of the regular fall registration period, which is usually the 10th day of class. Historically, the census data have provided a "snapshot" of fall term enrollment for year-to-year and institution-to- institution comparisons and are used for comparison to fall enrollment data in postsecondary institutions nationwide. However, the diversity of the community college system and its students is not fully captured in these opening enrollment data. The expansion of module and late-starting classes and colleges' efforts to provide flexibility in scheduling from year to year, increase the difficulty of reporting and comparing fall enrollment data. Enrollment trend data are best captured through the use of annual enrollment data. Based on preliminary counts, there was a 2.1 percent decrease in headcount enrollment for fall 2005 compared to fall 2004. The number of students enrolled in credit courses at community colleges as of the end of registration for fall term 2005 was 355,684, a decrease of 7,520 from the fall term 2004 enrollment of 363,204 students. Preliminary data for fall 2005 showed a 2.9 percent decrease in FTE enrollment for fall 2005 compared to fall 2004. The total preliminary fall 2005 FTE enrollment was 197,183, a decrease of 5,908 from the final fall 2004 FTE enrollment of 203,091. Preliminary counts are from the internet based Fall Enrollment Survey and are subject to verification upon receipt of fall enrollment (E1) data. Table 1 provides comparative fall census enrollment counts for the last five years. This year’s headcount enrollment decrease was the second consecutive decrease in the past four years. FTE enrollment decreased as well this year. Hence, this was the first time during the past five years that both types of enrollment showed decreases. A one-year comparison between fall 2004 and fall 2005 among the 48 community colleges indicates that 18 colleges experienced headcount enrollment increases of one percent or more. It also shows that 26 colleges exhibited headcount enrollment decreases of one percent or more, and an additional four colleges experienced little or no change (less than one percent). Table 3 provides a comparison of FTE enrollments for the five-year period. Over the past year, FTE increases were reported by 14 colleges, decreases by 25, and nine colleges indicated little or no change. Table 4 provides a comparison of 2004 and 2005 fall headcount enrollment for each community college, broken out into correctional and non-correctional student enrollment. Table 5 shows a comparison of FTE enrollment, both correctional and non-correctional student, for fall 2004 and fall 2005 at each community college. Ten Illinois community colleges extended instructional services to correctional institutions during the fall semester of both 2004 and 2005. Correctional students accounted for 1.0 percent of the statewide headcount. This proportion was slightly lower than the one reported in fall 2004 (1.1 percent). Correctional students accounted for 0.8 percent of the overall FTE enrollment in fall 2005 – a slightly higher proportion than reported in fall 2004 (0.7 percent). An examination of only correctional student enrollments revealed that headcount decreased 8.0 percent, while FTE enrollment increased 12.7 percent at correctional institutions. Exclusively non-correctional headcount enrollment decreased 2.0 percent from fall 2004 to fall 2005. The non-correctional FTE enrollment decreased 3.0 percent.
