All data contained in the report were compiled using Washington State Higher Education Coordinating Board surveys of state agencies and/or individual institutions. Eight tables display historical and current academic year tuition and/or required fee rates for full-time resident and nonresident undergraduate and graduate students at public four-year colleges and universities, and two tables present state averales for community colleges in each state. Appendices, comprising over half the report, discuss the national peer groups used as bench marks in the development of higher education funding policies and provides tables comparing tuition and fee rates at the University of Washington and Washington State University to the average of those at peer institutions. The appendices also include data on full-time tuition and fee charges for the first professional degree programs of medicine, dentistry, and veterinary medicine; national peer group comparison data for Evergreen State College; and an overview of Washington tuition and fee policies and legislation since 1977. (GLR) *********************************************************************** Reproductions supplied by EDRS are the best that ':an be made from the original document. *********************************************************************** INTRODUCTION Overview This is the twenty-fourth annual report of tuition and fee rates at public institutions in the fifty states. All data contained in this report were compiled using Higher Education Coordinating Board surveys of state agencies and/or individual institutions. Board staff greatly appreciate the continued cooperation and assistance provided by the many respondents to these surveys. Their continued efforts to provide accurate and timely data have helped make these reports source documents for many states in the development of their own tuition and fee analyses and presentations to governing boards and legislatures. With each annual survey, respondents have an opportunity to review and revise previously reported data. Though small in number, such revisions modestly affect the national averages from those displayed in earlier reports. Revisions may reflect a mid-year surcharge, discontinuation of a nonresident differential, or an adjustment in incidental fees. Tables 1 through 8 on the following pages display historical and current .cademic year tuition and/or required fee rates for full-time resident and nonresi- dent undergraduate and graduate students at public four-year colleges and univer- sities. Tables 9 and 10 display state averages for community colleges in each state. Each table also shows Washington State's ranking nationally. Tables also provide the one and four year percentage increases for each state. Compilation of averages has been consistent over time and has dealt with the "university of each state and state averages of those public colleges and universities reported since 1968-69 in these annual Board reports. Data on the state colleges and universities represent the average undergraduate charges at 213 state public institutions and the average graduate charges at the 192 of those that offer graduate programs. Although not all public institutions are included in this survey, the averages and changes over time at the same set of institutions offer consistency and the large number of institutions included provides a close approximation to state averages. Appendix A discusses the national peer groups used as bench marks in the development of higher education funding policies and provides tables displaying the relationship of tuition and fee rates at the University of Washington and Washington State University to the average of those peer groups. Data on full-time tuition and fee charges for the first professional degree programs of medicine, dentistry and veterinary medicine are included in Appendix A for the same peer groups. Appendix A also includes national peer group data for The Evergreen State College. This is the second year that this information has been collected. Appendix B contains an overview of Washington tuition and fee policies and legislation since 1977. Data Availability Data contained in this report, as well as the historical data since 1972-73, are available upon request on a computer diskette. 2 SUMMARY Tables 1 through 10 on the following pages provide a national perspective on tuition and fee rates and increases over the most recent five years. A kirnmary of the 1992-93 percentage increases for Washington and the national averages is provided below, as well as an overview of the relationship of Washington tuition and fee rates to the national averages.
