But ever since the late llX0s and the Vietnam War, the CIA- indeed, the entire American govemment-has faced an even more dangerous threat. Several of the brightest agents have quit in disgust and, instead of defecting to the Soviets (which is the way the game is supposed to be played), they have told their secrets to the world, and especially to the American people. Daniel Ellsberg, a former U.S. Defense Department official, openly published The Pentagon Papers.
