The Massachusetts Department of Fire Services MISSION STATEMENT The mission of the Department of Fire Services is to promote and enhance firefighter safety through policy and training, to assist and support the fire service community in protecting the lives and property of the citizens of the Commonwealth, and to provide a presence in the Executive Office of Public Safety in order to direct policy and legislation on all fire related matters. The department is the sole agency within state government responsible for overall coordination of fire service policy and operations. By statute, the State Fire Marshal is the head of the department which consists ofthe following divisions: the Massachusetts FirefightingAcademy which provides all fire training to the firefighters of the cities, towns, , and fire districts and, through the Academy's governing body, the Massachusetts Fire Training Council, certification of firefighters; the Office ofthe State Fire Marshal, which provides public education, investigation, regulation, law enforcement and technical assistance to fire departments, the public, and regulated trades and industries and which has as its governing body the Massachusetts Fire Service Commission; and Hazardous Materials Response, which oversees the operation ofthe Hazardous Materials Response Teams throughout the state and has as its governing body the Hazardous Materials Mitigation Emergency Response Advisory Board. Also included in the department is an Administrative Services division to manage budgetary, personnel, facilities, and procurement issues for all the Department ofFire Services' divisions. Within the Executive Office ofthe Department of Fire Services is the Office ofthe General Counsel to provide ready access to legal counsel to all divisions and the Public Information Office which handles media inquiries and publicizes agency programs and activities. In addition, this office conducts hearings on all appeals made to the State Fire Department of Fire Services Marshal pursuant to M.G.L. c. 148 and on the suspension or revocation of licenses issued by the department. The Office also prepares all legal documents including any changes to statutes or to the Code of Massachusetts Regulations for which the Marshal has rulemaking authority. This office assists the senior staffin responding to media inquiries, coordinating publicity regarding agency programs and activities, and preparing publications for the department.
