The regular meeting of the Township Council was held at 9:30 a.m. on July 14, 2015, in the Council Chamber at the Township Municipal Office. Present were: Mayor: Margaret Lupton Councillors: Ron Forbes, Marie Keasey, Doug Matheson and Marcus Ryan Chief Administrative Officer: Donald W. MacLeod Clerk: Karen Martin 1. CALL TO ORDER Mayor Lupton called the meeting to order at 9:30 a.m. 2. ADOPTION OF AGENDA 01-07-15 Moved by: Marcus Ryan Seconded by: Doug Matheson “THAT the agenda be adopted as printed and circulated” Disposition: Carried 3. DECLARATION OF PECUNIARY INTEREST OR THE GENERAL NATURE THEREOF Councillor Forbes made a disclosure of pecuniary interest with respect to agenda item 11. No other member of Council made a declaration of pecuniary interest or the general nature thereof. 4. PUBLIC MEETINGS & DRAINAGE MEETINGS No items. 6. DELEGATIONS (a) 11:00 a.m. – Gord Hough, County of Oxford – County Sustainability Plan (30 minutes). Peter Crockett, Chief Administrative Officer, County of Oxford presents Council information regarding the County Sustainability Plan. Also in attendance from the County Sustainability Steering Committee are Nicole Langlois, Bryan Smith and Cher Sprague. Mr. Crockett presents information regarding the want to create and develop a community driven plan for the County of Oxford. Mr. Crockett notes that sustainability is about getting what you need today and not short changing what is required for the future. Ms. Langlois presents Council with information regarding community input for the project which assisted in developing the plan of goals and achievements. Ms. Langlois notes that the Steering Committee was chosen by people putting their name forward to be part of the process and assist their leaders in making decisions regarding sustainability in their communities. Mr. Crockett explains the multi criteria assessment tool and notes that Future Oxford will study and track how the plan is moving forward. Mr. Crockett notes that the next steps for this project are to receive comments from the lower tier Councils by mid-August and then finalize the plan in the Fall. Council Question Period Councillor Ryan questions if the plan is looking at the Zorra economy or the Oxford County economy. Mr. Crockett notes that the plan is looking at both since they each influence the other. Councillor Ryan questions the proposed worksheet that is included in the presentation and whether or not it is to be used by staff and Council. Mr. Crockett notes that it is to be used by Municipal staff and Council to score different options for various decisions to be made, the criteria is very relevant to the sustainability plan. Councillor Ryan questions if there could be a tool to provide further information on the worksheet. Mr. Crockett notes that there will be a tool kit on how to use the worksheet. Councillor Keasey notes that the tool is very timely since the Township is currently going through a process of goals and objectives and it can be used to prioritize and move forward. Councillor Keasey questions how it fits in with the Official Plan (OP) and various planning issues throughout the County. Mr. Crockett that the plan can be used to defend decisions to make changes to the OP and will assist with the end goal. Councillor Keasey notes that this should link with the interim control by-law public meetings. Councillor Keasey questions if the Southwest Economic Alliance (SWEA) and South Central Ontario Region Economic Development Corporation (SCOR) provided input for this plan. Mr. Crockett notes that the Oxford County members of each association made comments on the plan. Councillor Forbes notes two important phrases that came out of the presentation, “local food and products” rather than just “local food” and “protect and restore the environment” rather than just “protect the environment”. Councillor Matheson notes that many positive aspects came out of the presentation, specifically agriculture and sustainability and how the plan is Page 7 Council Meeting Minutes - 5152 - July 14, 2015 intended for community implementation rather than government implementation. Mayor Lupton notes that she supports the plans and views many positive aspects within it. Public Question Period None. Public in attendance None. 7. Page 9 Council Meeting Minutes - 5154 - July 14, 2015 13-07-15 Moved by: Marcus Ryan Seconded by: Doug Matheson “WHEREAS the Community Schools Alliance continues to advocate for a closer working relationship between school boards and municipal councils; AND WHEREAS both municipalities and school boards represent the same residents, both should regard our schools as critically important components of our public infrastructure and both should work together to ensure our communities are well served by those schools; AND WHEREAS the Community Schools Alliance advocates for changes that are needed to protect our schools and to protest changes that threaten them; AND WHEREAS in order to be effective with its advocacy, it requires needed research, resources and municipal support; NOW THEREFORE BE IT RESOLVED THAT Zorra Township become a member of the Community Schools Alliance for 2015 at a rate of $250 supported from the Township general funds budget and this membership be brought forward to the 2016 Township budget as a new initiative for further consideration and forwarded to Oxford County Council and all Oxford County Municipalities for consideration.” Disposition: Carried (b) Application for Exemption to Noise Control By-law. 14-07-15 Moved by: Ron Forbes Seconded by: Marie Keasey “THAT the Township of Zorra Council approve the Application for Exemption to the Noise Control By-law 69-12 submitted by Peter and Kelly Tomlinson for an event on August 8, 2015 from 12:00pm to 6:00pm.” Disposition: Carried (c) County Report No. CASPO 2015-89 regarding Application for Site Plan Approval – Greg Hogg Construction Ltd.
