Contract H74CN09: Fairmount Corridor Improvements Blue Hill Avenue Commuter Rail Station January 23, 2017 Contract H74CN09: Fairmount Corridor Improvement – Blue Hill Avenue Commuter Rail Station OVERVIEW • Today’s board action will provide for the construction of the Blue Hill Avenue Commuter Rail Station on the Fairmount Line. The project is the last of the Commonwealth’s obligations under draft transit regulation 310 CMR 7.36. 2 Contract H74CN09: Fairmount Corridor Improvement – Blue Hill Avenue Commuter Rail Station Funding T his project is funded through an agreement between MBTA and MassDOT – Enterprise Services under Grant S16003. On September 2, 2015 the MassDOT Board of Directors and MBTA Fiscal and Management Control Board authorized funding of $26,550,000 for this project. STATE OF GOOD REPAIR PROJECTS 3 Contract H74CN09: Fairmount Corridor Improvement – Blue Hill Avenue Commuter Rail Station Construction Project Overview Center Island Realigned High Level Outbound Covered Covered Canopy Access Platform Track Canopy Ramps Ramps 4 Contract H74CN09: Fairmount Corridor Improvement – Blue Hill Avenue Commuter Rail Station Construction Scope • Construction of a new Commuter Rail Station along the Fairmount Line in the Mattapan neighborhood of Boston, in an area between Blue Hill Avenue (Rte. 28) and Cummins Highway, approximately 6½ miles from South Station and ¼ mile from Mattapan Square. • One 768 feet long, below street level center island platform between Cummins Highway and Blue Hill Avenue in Mattapan • Two covered, fully accessible pedestrian connection ramps: Cummins Highway and Blue Hill Avenue ramps • Two galvanized steel canopies at the end of each pedestrian ramps • Security cameras, lighting, variable message signs, historical panels • The design meets the requirements of the MBTA Commuter Rail Design Standards, the current American with Disabilities Act (ADA) and the Massachusetts Architectural Access Board (MAAB). 5 Contract H74CN09: Fairmount Corridor Improvement – Blue Hill Avenue Commuter Rail Station Project Benefits • Direct Ride to downtown Boston • 20 min access – reduced from 45 min • No transfer needed • Connection to other neighborhoods along the corridor • Residents will receive service at regular transit price (zone 1A instead of a zone 1) • Multiple bus routes for easy transfer (28,29,30 & 31) • Approximately ¼ mile (five minute walk) from Mattapan Square and local businesses 6 Contract H74CN09: Fairmount Corridor Improvement – Blue Hill Avenue Commuter Rail Station Construction Advertisement • Project was advertised on December 9, 2016 • Engineer’s Estimate was $19,326,378 • Bid Opening was on January 17, 2017 • Seven (7) Bids were received $16,973,094 McCourt Construction (Low Bidder) $17,498,000 Barletta Heavy Division, Inc. $18,367,000 LM Heavy Civil Construction, LLC $18,826,500 P.
