Your Grace, Messrs Chairmen, distinguished guests, ladies and gentlemen. It is a great honour for me to welcome you to Biarritz for the Third International Atlantic Salmon Symposium. I welcome you in the name of France and of the town of Biarritz by whom we are received. I welcome you in the name of its two sponsors, the Atlantic Salmon Trust and the Association Internationale de Defense du Saumon Atlantique. For all the younger members of the audience, and, indeed, even for some of the older ones who, like myself, took part in the first Symposium at St Andrews in 1972 and in the second one at Edinburgh in 1978, I shall try to explain briefly the ways in which these two earlier Symposia differed from one another and how they differ from the one which is about to take place in the light of the major events which have taken place between these three gatherings. In 1972, the St Andrews Symposium, which brought together over 400 persons from twelve countries, dealt in essence with the scientific and technical aspects of the exploitation of the Atlantic salmon. It was in 1971, the previous year, that the catches on the feeding grounds of West Greenland which had only been 60 tonnes in 1960, reached their maximum: 2,689 tonnes, that is to say, 35 per cent of the total catch of the countries of the North Atlantic (7,631 tonnes). This posed a problem. The catches on the feeding grounds around the Faroe Islands were still insignificant: zero in 1971 and 9 tonnes in 1972. In 1978, the Edinburgh Symposium, which brought together more than 250 participants from eleven countries, dealt more especially with the role which the salmon could and should play in the future.
