The voting on Articles 1 thru 2, will be by official ballot, and the polls shall be open for balloting on said date at 10:00 o'clock in the forenoon and shall not close before 7:00 o'clock in the evening. Article 1. To choose all necessary Town Officers for the ensuing year. (By Official Ballot) Article 2. Are you in favor of the adoption of Articles V and V-A as proposed by the Planning Board for the Francestown Zoning Ordinance? (By Official Ballot) Articles V and V-A would allow, by special exception, the clustering of single-family, detached homes on tracts of eighteen (18) acres or more - provided that the development meets a number of criteria including: a) fifty percent (50%) of the land is permanently preserved as open space/agricultural land, and b) the overall density of the cluster development does not exceed that permitted under conventional development. A special provision would also encourage the preservation of sizeable tracts of agricultural land. Pursuant to RSA 39:2a and the vote of the Annual Town Meeting in 1979, you are hereby notified the second session of the annual meeting of the Town of Francestown will be held at the Town Hall on Saturday, the thirteenth day of March next, at ten of the clock in the forenoon, at which time the town will act on upon the following subjects. Article 3. To raise such sums of money as may be necessary to defray town charges for the ensuing year and to make appropriations for the same. Article 4. To see if the Town will vote to authorize the Selectmen to borrow a sufficient sum of money to pay current expenses in " . anticipation of taxes, or take any other action relating thereto Article 5. To see if the Town will vote to authorize the Board of Selectmen to enter into an agreement with the Towns of Bennington and Antrim to close the Bennington Landfill, and vote to raise and appropriate the sum of One Hundred Seventy Eight Thousand Dollars ($178,000.00) to pay for its share of the Bennington Landfill closure costs; such sum to be raised for this purpose as follows: 1) by the withdrawal of $80,760.00 plus accrued interest from the Capital Reserve Fund titled "Future Landfill Closing. 2) the balance of $97,240.00 to be transferred from the General Fund Balance (Surplus), or take any other action relating thereto. Article 6. To see if the Town will vote to authorize the Selectmen to apply for, contract for, accept, and expend any and all grants or other funds available for town purposes that may now or hereafter be forthcoming from the United States Government, State of New Hampshire, or any Federal, State, private agency or individual sources, in accordance with the procedures set forth in RSA 31:95-b. Article 7. To see if the Town will vote to authorize the Library Trustees to apply for, accept and expend, without further action by the town meeting, money from state, federal or other governmental unit or a private source which becomes available during the fiscal year, in accordance with RSA 202-A:4-c. Article 8. To see if the Town will vote to authorize the Board of Selectmen to accept gifts of personal property, other than cash, to the town for any public purpose, pursuant to RSA 31:95-e. This authorization in accordance with RSA 31:95-e shall remain in effect until rescinded by a vote of the Town Meeting. Article 9. To see if the Town will vote to authorize the Selectmen to convey any real estate acquired by the tax collector's deed. Such conveyance shall be by deed following a public auction, or the property may be sold by advertised sealed bids, or may be otherwise disposed of as justice may require, pursuant to RSA 80:80, or take any other action relating thereto.
