Thevotingon Articles 1 thru 3will be byofficial ballot, and the polls shall be open for ballotingon said dateat 10:00 o'clockintheforenoon and shall notclose before7:00 o'clockinthe evening. Article 1. To chooseall necessaryTownOfficersfortheensuingyear. (ByOfficial Ballot) Article 2. (ImpactFees) AreyouinfavorofadoptionofAmendmentNumber 1 dealingwithimposingimpactfees asproposedbythe PlanningBoardfortheFrancestownZoningOrdinance? (ByOfficial Ballot) Thepurpose ofthisproposal istohelptheTownminimizesomeofthe negativeimpactsof development by granting the Planning Board the authority to impose impact fees on developers. TheintentofthisAmendmentistoallowtheBoardtouseitsauthoritytoprotect thetown and itstaxpayersfromunreasonablecosts associatedwithdevelopment. ThePlanningBoard votedunanimouslyinfavorofrecommendingthisproposal. Article3. (OutdoorLightingOrdinance) Are you in favor ofadoption ofAmendment Number 2 dealing with outdoor lighting as proposed bythePlanningBoardfortheFrancestownZoningOridnance? (ByOfficial Ballot) ThePlanningBoardfeelsthat, duetotherecentgrowthintown, aswell assignificantgrowth inthesurroundingcommunities, increasesinlightingpollutionmayimpacttheruralcharacter ofFrancestown. Theeffects ofthisproposalinclude: a)reducetheamountoflighttrespass, glare, and light pollution; b) reduceoutdoorlightingafter 11 PM; c) promoteconservation ofenergy The Planning Board votedunanimouslyinfavorofrecommendingthisproposal. Pursuantto RSA 39:2a and thevoteoftheAnnual Town Meeting in 1979,you are hereby notified thesecond session oftheannual meetingoftheTown ofFrancestown will beheld at the Town Hall on Saturday, theSeventeenth day ofMarch next, at ten oftheclockin the forenoon, atwhich time the town will act on thefollowingsubjects. Article4 . Toraisesuchsumsofmoneyasmaybenecessarytodefraytowncharges fortheensuingyear andto makeappropriationsforthe same. Article 5. To see ifthe Town will vote to raise and appropriate the sum ofThree Hundred Twenty- Eight Thousand, OneDollar ($328,001.00) to be placed m the Capital Reserve Accounts, tobeallocated asfollows: FutureReplacementofFireTrucks $40,000 00 FutureReplacement ofFireDept. Radios 500 00 FutureReplacement orPurchase ofHwy. Equip. 35,000 00 FutureReplacement ofPoliceCruiser 7,500 00 FutureReappraisal ofRealEstate I 00 FuturePurchaseorImprovementofRecreationLands 5,000.00 FutureTownBuildingImprovements/Acquisition 25,000.00 FutureTownRoadImprovements 100,00000 FutureTownHighwayGarage 100,000.00 FutureImprovementofCemetery 5,000.00 FutureLibraryBuilding 10,000.00 ortakeanyotheractionrelating thereto; Amajorityofthe SelectmenandtheBudget AdvisoryCommittee(4-0) recommend thisappropriation. Article6. ToseeiftheTownwillvotetoraiseandappropriatethesumofSeventy-OneThousand, Four Hundred Fifty Dollars, ($71,450.00) to reappraise all real estate in town for property tax purposes, such funds to be raised by the withdrawal ofFifty Seven Thousand Dollars ($57,000.00) from the Capital Reserve Fund entitled "Revaluation ofProperty" and the balance ofFourteen Thousand Four Hundred Fifty Dollars ($14,450.00) to be raised by taxation, ortakeanyotheractionrelatingthereto; The Selectmen and the Budget Advisory Committee (4-0) recommend this appropriation. Article7. To see iftheTownwillvoteto retaintheCrotchedMountainEast propertydesignated as Map 7 Lots 3, 3-1, 6 totaling 317.85 acres gifted to the town by United States Cellular Corporation, ortakeanyotheractionrelatingthereto; Article8. To see ifthe Town will vote to raise and appropriate the sum ofFifty Thousand Dollars ($50,000.00)torazethebuildings situatedontheCrotchedMountain East property, ortake anyotheractionrelatingthereto; The Selectmen and the Budget Advisory Committee (4-0) recommend this appropriation.
