Jernberg CONSERVATION COMMITTEE Patricia Gallup, Chairman Paul Fleischman Robert Freeman David Konesko Wi11iam Whyte OTHER ELECTED REPRESENTATIVES GENERAL COURT REPRESENTATIVES Sarah Bonneau David Young SENATOR George Disnard TOWN OF GILSUM MINUTES OF TOWN MEETING MARCH 10, 1992 The polls were opened at 1:00 PM by the Town Moderator, Ernest Peter, at the Gilsum Church vestry to bring before the registered voters of our town the election of all necessary Town Officers for the year ensuing. There are 351 registered voters at this time with 84 casting a ballot in this election. The polls were closed at 6:00 PM and ballots were counted by Ernest Peter, Joan Miller and Christian Salisbury with Susan King assisting. Election results as follows: For: Selectman William Hasbrouck Town Clerk Susan King Tax Collector Susan King Road Agent George Gilman Trustee of Trust Funds Edward Malott Moderator Ernest N. Peter Supervisor of Checklist Elizabeth Spicher Budget Committee John Calhoun Library Trustees: Ralph Finch Edith Hasbrouck Nancy Malenfant Cemetery Trustee Thomas Ballou Doreen Ballou was appointed as Treasurer by the Board of Selectmen following the meeting. All newly elected officers were sworn in either at the meeting which followed the elections or by the Town Clerk the following week. The business meeting was called to order at 7:30 PM in the Gilsum Town Hall by Moderator Peter with approximately 65 in attendance to act on the following subiects. There was a moment of silence and pledge to the flag led by Mr. Moiesky. ARTICLE 1: To see if the Town will vote to raise and appropriate the sum of $1,000.00 to be added to the Fire Truck Capital Reserve Fund. Article 1 was read by Moderator Peter and moved by John Calhoun and seconded by Ralph Finch. Article 1 was voted on by a show of hands and was so moved. ARTICLE 2: To see if the Town will vote to raise and appropriate the sum of $1,000.00 to be added to the Community Center Capital Reserve Fund. Article 2 was read by Moderator Peter and moved by Michelle Jones and seconded by Judy Peter. Article 1 was voted on by a show of hands and moved unanimously. ARTICLE 3: To see if the Town will vote to raise and appropriate the sum of $40,000.00 for the reconstruction of Howard Bridge, and to au- thorize the issuance of not more [than] $28,000.00 of bonds or notes in accordance with the provisions of the Municipal Finance Act, and to authorize the Town Officials to issue and negotiate such bonds or notes and to determine the rate of interest thereon, and to accept a gift from private sources in the amount of $5,000.00 and to raise the balance of $7,000.00 by general taxation. (2/3 Ballot Vote Required) - or - Article 3 was read by Moderator Peter and prior to moving it to the floor a motion was made by Mike Klein to consider Articles 3, 4 and 5 as one. This motion was seconded by Christian Salisbury and approved by a show of hands. ARTICLE 4: To see if the Town will vote to raise and appropriate the sum of $40,000.00 for the reconstruction of Howard Bridge and to accept any gifts from private sources to help pay for said proiect. - or - ARTICLE 5: To see if the Town will vote to raise and appropriate the sum of $12,000.00 to put a new deck only on the old bridge structure of Howard Bridge. These articles (3, 4 and 5) were read by Moderator Peter and moved to the floor by Edith Hasbrouck and seconded by Johnny Lee Lenhart. Proper procedure for these three articles was discussed and the determination was to discuss them together but keep them as sepa- rate articles. If Article 3 is not passed, then to move on to Article 4, etc. The discussion which followed determined that the bridge in ques- tion is the Town responsibility, as stated by the Board of Select- men. Mr. Bowne expressed concerns about future ice jams and flood- ing and traffic. Mr. Lenhart questioned the specifications for this $40,000 bridge to which Mr. Salisbury responded that this would be a State-approved bridge which would allow the passage of fuel trucks and other trucks needing access. The Budget Committee recommends that the Town not provide a bridge for the potential log and gravel haulers. That these private interests should pay for the capacity and not the Town. Chris Salisbury pointed out that the Town is obligated to provide fire and emergency protection to the families that are accessed by this town road. There were some questions regarding the gifts or donations and whether or not the Town would be obligated to the wishes of these donors. The Selectmen were not able to disclose who the donors are, but expressed the good intentions of these parties. Mr. Dunton pointed out that Articles 7, 9 and 10 would probably pass with no discussion, all allowing the Town to accept gifts or grants, legacies and devises. Ralph Finch moved that the discussion end and was seconded by Mike Klein. This motion was voted on by a show of hands and passed to discontinue discussion of Articles 3, 4 and 5. Article 3 was moved to vote by John Calhoun and seconded by Ray Hastings. Article 3 was voted on by ballot with registered voters only casting their votes and a 2/3 majority needed. The results of the 63 ballots cast was 53 "YES" and 10 "NO". The Article 3 has passed with the required majority. Moderator Peter acknowledged Lois Wright's service as Library Trustee for 59 years. Chris Salisbury moved that we pass over Article 4 and seconded by Ralph Finch. A show of hands determined that we pass over Art. 4. Judy Peter moved that we pass over Article 5 and was seconded by Ed Tenney. A show of hands determined that we pass over Article 5. ARTICLE 6: To receive the report of the Budget Committee, to raise and appropriate such sums of money as may be necessary to defray Town expen- ses; and to act in any manner relating thereto.
