After earning 21 merit badges and advancing through five ranks, he recently took on the biggest Scout — challenge theEagleScoutprojectofconceiving,developing,andshowing leadership in carrying out a community service project. His project was a five-foot granite memorial in Blair Cemetery honoring all veterans who servedfromtheRevolutionaryWarthroughthePersianGulfWar. Dedica- tion was Veterans' Day, November 11,1993. SELECTMEN'S REPORT TheTownsawalotofchangesin1993.Wearehappytoreportthatmost ofthesechanges were forthegood. Whilewestartedofftheyearstillowingthebankasignificantamount oftax anticipationnotes, we arehappyto reportthatweendedthe yearon amuchbetternote.TheTownwasabletobonditstaxliensand,thisallowed A ustopayoffpastyearstaxanticipationnotes. specialaccounthasbeenset upforthe 1991 and 1992 taxlien moniesreceived, andthis wouldbeused topayoffthebondin 1995.Toclearupabitofconfusinginformationinthe yearendreports,thelawnowrequiresthatwecloseoffourexpendituresas ofDecember 31, but allowsustokeepourreceipts openbeyondthatdate. ThisiswhyweshowalargebalanceasofDecember 31. Thereceiptswere keptopenlongerbecause 1993Fall taxesweredueonDecember29, andit was afterthefirstoftheyearbefore all maildatedDecember 31 wasinthe office,andthendeposited.Thehappyresultofallthesemoniesreceivedwas thatinmidJanuary, theTown was abletopayoffall ofitstax anticipation notes. Thisisthefirsttimeinthree yearsthatwehavebeenabletodo this. We hope that this is a sign that better economic times are in store for our citizens ,areabusinesses andtheTown. We 1993alsosawthecompletionofourrevaluation. wereabletogetthe new assessments out on the spring tax bills so any sizeable increases for sometaxpayers wouldbespreadoutbetweentheFall andSpring bills. We now have professionally done field cards and updated pictures of all the properties in Town. We have asked voters to approve funds to hire a professionalappraisertodotheupdatesandanynewconstruction.Thedays oftheSelectmendoingtheassessinghasgonebywiththesophisticationof thevaluationofproperty.Webelievethatbyusing aprofessionaltodothis work, wewillkeepourvaluesinlinewithmarketvalues,andnothavetodo anotherrevaluationforanumberofyears. TheTownreceivedatotal of77 abatements which is not a high number for a revaluation year. These abatements will be reviewed by the Board of Selectmen and the State Appraisers afterTown Meeting. The Town purchased a new police cruiser and a used grader for the highwaydepartment.TheoldcruiserandgraderweresentdowntotheState Auctioninthe fall, andthe Townrealized over $15,000 forboth vehicles. The new computers that we purchased in 1992 have proved to be a vast sourceofinformationtous. Wearenowabletogetweeklyupdatesonwhat hasbeenexpendedfromeachdepartment,cantrackourreceipts,loans, and
