Reports Town of the of Deering New Hampshire 200d) The Election ofTown Officers will be heldon Tuesday, March 13,2001 from 11:00 AM to 7:00 PM and the business meeting ofthe Town will begin at 9:00 AM, Saturday, March 17, 2001 atthe Town Hall in Deering. - BoardofSelectman Dedication The Deering Town report for the Year 2001 is dedicated to the Deeringresidents whoworkedcountlesshoursmaking"Celebration Week" a fun-filled week of activities. The weeklong celebration was reminiscent of Old Home Days of years gone by and a celebration of the Year 2000 stepping into the future. It was an enjoyable weekforall-fromparticipantsintherunaroundDeering Lake, the parade viewers, the group that gathered to sing patriotic songs, the Antique Show and chicken barbecue to mention just a few ofthe activities. The "Celebration Week"committee spent an entire year meeting and planning the activities. The folks that participated in any ofthe activities will remember the fun week it was. Departmental inventories have been completed for the second year in a row, and department heads have provided monthly status and financial reports for the Board. Each department head has attendeda Boardmeeting once amonthto reviewcurrent status andfinances, and spendplanshavebeenestablishedandenforced. The recommendations presented to the Board by the Budget Committee have been considered and implemented where appropriate. For example, The Budget Committee had recommendedimplementation ofapurchase order system. Upon review, the Boarddetermined thatthe implementationofsuch asystem was cost prohibitive for the quantity of purchases involved. The Board has implementedan informalpurchaserequestpolicyforallpurchasesover$500. The Board has looked into the structure and organization of the Deering Rescue Squad, andit's relationshipwiththeDeeringFireDepartment. Ithas been determined that the Deering Rescue Squad is a private organization that works in closeassociation with theDeeringFireDepartment,amunicipal organization. The Board has reviewed this organizational structure and operation with the iNew Hampshire Municipal Association's legal department and liability insurance department. It has been determined that the ambulance is a Town vehicle and that it is covered undertheTown'sliabilityinsurance. Themembersofthe DeeringRescue Squad act as unpaid volunteers when perfonning rescue duties, and as such are indemnifiedfrom all actionsperformedduringtheirrescueduties. Membersofthe Deering Fire Department are paid on-call municipal employees, who receive pay eachtimetheyarecalledtoduty. Underthis structure,theTowndoes notassume an undorisk. Therefore,theBoarddoesnotrecommendalteringtheorganizational structureoftheDeeringFireDepartmentortheDeeringRescueSquadatthistime. TheBoardhas been responsiveto land,roaduse, andotherissues raisedby residents. TheBoardhaspursuedallwrittencomplaintsreceived. Theseissuescan require significant effort and time. In most cases, issues raised have been cooperatively resolved. In other cases, litigation was required. In all cases, the Boardhasbeenabletoreachsatisfactoryresolution. IthasbeenapleasuretoserveasyourSelectmenthispastyear.
