Indeed, 2016 was a year of success in new beginnings. | would like to express my heartfelt gratitude to the former FPA Executive Director Dr. Norlito R. Gicana for being a true legacy to this Agency. It is an honor to be the current leader and father of the FPA and | am truly grateful to President Rodrigo R. Duterte for entitling me to this position. Dir. Wilfredo C. Roldan’. Fertilizer and Pesticide Authority | first arrived here on December 2016 and though it was the last month of that year, | already had plans in mind as to the vision and values | want this Agency to imbibe. Cleanliness, transparency, open communication — these are the core values that will pave the way for achieving our vision of improving the quality of life for all Filipinos through increased farm incomes, productivity and food production using safe and appropriate fertilizer and pesticide inputs. As the new father of the FPA Family, | assure that this Agency will become more efficient in the delivery of its services, from frontline up to support to operations in the Central Office and Regional Satellites. | would like to thank all the members of the FPA Family for welcoming me and supporting my endeavors and | hope this Family will be united together with the fertilizer and pesticide industry stakeholders as we gear towards attaining our mutual goals. This Report will show you the functions of the FPA and how important this Agency is in ensuring that only safe, effective and high-quality farm inputs go into the land of our farmers around the archipelago. Again, thank you and | hope for more milestones for the FPA in 2017 and beyond. WILFREDO ¢. ROLDAN Exedutive Director VISION Improved quality of life for all Filipinos through increased farm incomes, productivity and food production using safe and appropriate fertilizer and pesticide inputs. MANDATE Assure adequate, safe and affordable supply of fertilizers and pesticides, rationalize the manufacture and marketing of fertilizers, protect the public from risks inherent to pesticides and educate the agricultural sector on the proper use of these inputs. To assure farmers and end-users of the fertilizer products’ quality and effectiveness as guaranteed by the manufacturer and/or importer before they are marketed, all imported or locally produced chemical fertilizer products, raw materials and ingredients should be registered with the FPA. Likewise, to ensure that all agricultural pesticide products, active ingredients, and pesticide formulations meet the prescribed standards before they are imported, manufactured, formulated, distributed and sold in the country, they should first be registered with the FPA. The registration process carries with it the: (1) pertinent requirements; (2) submission of documentary evidence to support claims on the quality of the product and its effectiveness to target crop/s and pest/s; and (3) a stringent process of evaluation with an end point that benefits outweigh the risks in the use of the product. For the year 2016, a total of 2,307 product registration certificates were issued for both fertilizers and pesticides. Details are shown below: FERTILIZERS PESTICIDES New Product 446 33/ Active Ingredient 324 Renewal Product 518 Active Ingredient 463 TOTAL 1,642 % Share 71% In relation to the generation of data required for product registration, experimental use permit (EUP) are being issued for the conduct of biological efficacy field tests by the FPA’s accredited researchers. For this purpose, the FPA has issued a total of 579 approved EUPs, of which 214 pertains to fertilizers and 365 to pesticides. For label expansion of fertilizer and pesticide products, there were 25 labels approved for fertilizers and 13 for pesticides. page |2 Pursuant to Presidential Decree No. 1144 and its implementing rules and regulations, no person shall engage in the business. of importing, manufacturing, formulating, exporting, repacking, distributing, supplying, storing, bulk blending, commercially applying and selling any fertilizers, agricultural pesticides and other agricultural chemicals without a license issued by the FPA. For 2016, there were 3,193 licenses of handlers and 1,003 warehouse registrations issued wherein 997 belong to _ fertilizers, 717 to pesticides and 2,482 to both fertilizers and pesticides (F/P). 2016 Licenses Issued Fertilizer @ Pesticide Both F/P ACCREDITATION The FPA’s accreditation program is designed to update and upgrade the technical knowledge of commercial users, distributors, dealers and researchers in line with the standards and/or protocol set by the FPA. It includes accreditations for: (1) Safety Dispenser; (2) Researcher; (3) Responsible Care Officer; and (4) Certified Pesticide Applicator for Agricultural Fumigator and Exterminator. As a requirement, an applicant must attend a four-day training course and pass the examination being administered by the FPA. Moreover, no license shall be issued/renewed to Dealers, Pesticide Distributors and Pest Control Operators if the required accreditation condition is not complied with. For this year, a total of 2,294 individuals were accredited and issued with the corresponding accreditation cards / certificates. Accreditation of Safety Dispensers (ASD) reached 1,472 individuals who shall be personally present at the F/P dealer stores/outlets during business hours to advise buyers on the safe handling, storage, and use of fertilizers and pesticides. While for accreditation of Researchers, 31 individuals were accredited for fertilizer who shall perform research works on fertilizer and plant nutrition and 96 for pesticide who shall conduct experiments to generate biological efficacy or other related data for a product in support of registration. In the accreditation of Responsible Care Officers (ARCO), there were 226 individuals accredited for the year 2016. They shall be the proprietors or employees of the licensed pesticide handlers (except dealers and pest control operators) who shall initiate the promotion of responsible care program in their respective companies. For Certified Pesticide Applicators(CPA) - Agricultural, a total of 469 individuals were accredited, of which 182 are Fumigators and 287 are Exterminators in plantations. 2016 Accreditation Program \ ARCO co Accredited Researcher Accredited CPA page| 4 For pesticide related permits and certifications, the FPA was able to issue 2,837 import permits to all importers of technical materials and formulated pesticide products; 2 export permits; 8 amendments, 105 permits to purchase methyl bromide; and 27 _ various certifications. For fertilizer related, however, there were 1,367 Value-Added-Tax (VAT) exemption certificates and certifications issued within the year. FIELD MONITORING AND ENFORCEMENT The strict implementation, supervision F-Vate| close monitoring of safety measures for fertilizer and pesticide producers, users and other handlers are included in the strategies of the FPA in carrying out its mandate. SAFETY MEASURES FOR FERTILIZER AND PESTICIDE HANDLERS, USERS, AND THE CONSUMING PUBLIC Inspections of handlers composed of importers, distributors, manufacturers, dealers, pest control operators, mango contractors, and fertilizer repackers and bulk handlers are being done as a regular activity of the field units to ensure compliance with all the regulatory requirements provided for under PD 1144 and its implementing rules and regulations (IRR). For 2016, a total of 14,174 handlers were inspected/monitored nationwide, wherein 142 were found to have violated the provisions of PD1144 and accordingly issued with “Stop Use/Move/Sale” (SUMS) Order. Moreover, there were 341 handlers subjected to fines and penalties due to late filing of their renewal for registrations and licenses. During the year, however, no violators were recommended for prosecution as all the requirements and imposed penalties were fully complied with. — © aDplication wee a6! 10r appropriate PPE Instruction For pesticide poisoning incidents, there were 27 poisoning cases recorded in the 435 government hospitals monitored during the year.
