Box 392, Franconia, NH 03580 (603)823-7186 BoardofSelectmen TownofFranconia NH Franconia, 03580 IhaveauditedthefinancialstatementsoftheTownofFranconiafortheyearendedDecember 31, 1992, as listed in the table of contents, except for the Chamber of Commerce, The Frost Place and the Recreation Program Report. These latter mentioned reports are provided as supplemental information. My audit was made in accordance with the New Hampshire code of Administration Rules 501.09 and generally accepted auditing standards and accordingly, includesuchtestsoftheaccountingrecordsasIconsiderednecessaryinthecircumstances. An audit includes examining on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principals used and significant estimates made by management, as well as evaluating the overall financial statementpresentation. In my opinion, these financial statements present fairly the financial position of the Town of Franconia at December 31, 1992 and the result of its operations and changes in financial positionfortheyearended, inaccordancewithgenerallyaccepted accountingprincipals. Ralph Brigida, Auditor February 12, 1993 AUDITOR'S REPORT Basedontheauditofthebooks and recordsoftheTownofFranconiafor 1992, thefollowing isalistoffindingsandrecommendations. Someofthesehaveappeared in previousyears. 1. Bad checks are still not being dealt with in a timely manner and in one case not at all. 2. Badcheckfeesarenotbeingcollected in allcases. 3. Depositsarenotmadeoftenenough. Somearemorethantwoweeksapart. 4. Themotorvehiclepermitfilehad notbeenmaintainedformonths. 5. Therearemanykinksstill intheTaxCollector'scomputersystem. 6. I did not see evidence of reconciliations with the Treasurer's books on a monthly basis from the various departments. If differences were noted then one set of books or the othermustbeadjusted. 7. Thepayoffofataxanticipationloan wasmadelatecausingadditional interestcharges. 8. The interestcomputed bythe bankontheseloansshouldbecheckedforaccuracy. 9. A proofoftaxes and water fees receivable should be done monthly by the Tax Collector and Water DepartmentClerk. Any discrepanciesfound shouldthen be adjusted intheir records. 10. The Library Trustee must maintain a ledger showing investments, maturity, interest earnedandthedispositionofthe principal and interest. 11. The cash on hand in the Water Department should be looked at. There seems to be morethan needed.
