The amendment made by 21 subsection (a) shall applyuath respect to Medicare 22 cards issued on and afteraneffective date specified 23 bytheSecretary^ofHealthandHumanServices,but 24 inno case shall sucheffectivedatebelaterthanthe 25 date that is 30 months afterthe date Ofthe enaet- 26 mentofthisAct. •HR6600IH — — 1 (2) Reissuance. In the case of indhiduals 2 who have been issued such cards before such date, 3 theSeeretarj'ofHealthandHumanSendees 4 (A) shall proxide for the reissuance for 5 such indi^^duals of such a card that complies 6 with such amendment not later than 3 years 7 after the effective date under paragraph (1); 8 and 9 (B) may permit such indi\iduals to apply 10 forthe reissuance ofsuch a card that complies 11 with such amendment before the date of 12 reissuance othen\ise pro\ided under subpara- 13 graph (A) in such exceptional circumstances as 14 theSecretarv^mayspecify. — 15 (c) OutreachProgram. The Secretary^ofHealth 16 and Human Services, in consultation \\ith the Commis- 17 sioner ofSocial Security, shall conduct an outreach pro- 18 gram to Medicare beneficiaries and providers about the 19 newMedicarecardprovidedunderthissection.
