The publication is wholly dedicated to rape activity as a means of facilitating the viewer's sexual arousal. The anime style allows for the exaggeration of the rape activity and capitalises on the more distressing features of the publication. For those inclined to be aroused by images of sexual violence directed against women this publication serves to promote, as well as legitimise, that interest. The publication is thus deemed objectionable under s3(2)(b) of the Films, Videos, and Publications Classification Act 1993 (FVPC Act). The Classification Office has considered the effects of the New Zealand Bill of Rights Act 1990 on the application of the classification criteria. The classification of this publication interferes with the freedom of expression, but this is an outcome that is consistent with Parliament's intention that publications falling under s3(2) of the FVPC Act are deemed to be objectionable.
