The 1993-96 International Yacht Racing Rules as adopted by US Sailing, these Standing Sailing Instructions, Chartered Association Rules and Class Rules shall govern. Between the hours of sunset and sunrise, the Steering and Sailing Rules from COLREGS (International Rules for Prevention of Collisions at Sea, effective 1977) and the Unified Inland Rules (effective 1981) shall replace Part IV of the US Sailing Rules. Competitors are advised that non-competing yachts are not governed by the International Yacht Racing Rules as adopted by US Sailing and that COLREGS or the Ljnified Inland Rules govern meetings with non-competing vessels. These Standing Sailing Instructions are mandatory only on the waters of and contiguousTo San Francisco Bay for YRA qualifying races. 2.0 ENTRIES. Races are open to members of the YRA who own, or have chartered, a sailing craft that meets the rules of the Chartered Association in which it h as entered to race. Entries and appropriate rating/handicapping certificates must be on file in the YRA office Monday prior to the race. The YRA, with the approval of the appropriate Chartered Association and sponsoring yacht club, may invite a yacht or a one-design fleet to compete in a single regatta without requiring membership in YRA; however, such yacht must comply with these Standing Sailing Instructions. 2.1 CALENDAR. The date, sponsor and location for YRA qualifying races for each Chartered Association are listed on the current Master Sailing Schedule, which is maintained in the YRA office. 3.0 COURSES. Courses and starting times will be designated in the applicable Chartered Association’s Sailing Instructions. 4.0 MANAGEMENT. Each race shall be under the management of the Race Committee of the sponsoring yacht club, which shall have full power to enforce these Sailing Instructions. 5.0 MINIMUM EQUIPMENT. All yachts must comply with the United States Coast Guard’s requirements for recreational vessels and the minimum equipment prescribed by her Chartered Association. 6.0 RESPONSIBILITY. It s hall be the sole responsibility of the skipper of each yacht to decide whether or not to start or continue the race. 7.0 INTERFERENCE WITH OTHER VESSELS. Yachts shall not impede the passage of a vessel which can safely navigate only within a narrow channel or fairway (see U.S. Dept, of Commerce chart 18649 for designated narrow channels and fairways in SF Bay), or fishing or other vessels with restricted ability to maneuver. (These vessels are required to display appropriate day shapes or night lights to indicate their function.) Yachts so doing and thereby endangering their own safety or that of the commercial or government vessel will be subject to protest by the Race Committee or contestants and possible disqualification. 8.0 SAIL NUMBERS. Yachts sailing under PHRF or IMS Rules shall have their racing numbers assigned by the YRA. Yachts racing under one-design class rules shall have their racing numbers assigned by their class, except when their members sail in PHRF or IMS events. 9.0 STARTING AND FINISHING LINES. Unless otherwise specified, the Start/Finish line will be a line between a white or orange flag or orange panel on the committee boat, or panel on the club house race deck, and the Start/Finish mark specified in the course descriptions. 9.1 LIMITING MARK. A mark may be set to protect the committee boat close to her and on the same end of the starting line. No yacht shall pass between the limiting mark and the committee boat. Similarly, any inboard marks near shore-based Race Committee platforms, e.g. StFYC Mark B, are to be considered limiting marks. 10.0 STARTING SIGNALS. The hoisting of shapes at five-minute intervals prescribed in US Sailing Rule 4.3 System 2 (II) shall define the Starting Sequence. The Start for each class/division shall be the Preparatory signal for the next class/division to start and the Warning signal for the class/division after that. Each shape shall be dropped one minute before hoisting the next shape. 10.1 COURSE SIGNALS. US Sailing Rule 5.1 is amended to indicate that the course to be sailed will be signaled by the Race Committee at the Preparatory signal for the start of each class/division whose Preparatory signal is about to be made. The former course signal shall be dropped one minute before the Preparatory signal and the new course signal will be displayed with the class/division’s Preparatory signal. 11.0 MARKS. Missing course marks as described in these instructions may be replaced by club marks. 12.0 RESTRICTED AREAS. For the purpose of US Sailing Rules 42, 43, and 52.1 , t he following Markers shall be left to shoreward: Anita Rock and any buoy marking same, the vertical ‘H’ beam off the Water Quality Control Plant west of St. Francis Yacht Club, the bell buoy off the west end of Alcatraz, and the Point Blunt buoy off Angel Island. The South T ower of the Golden Gate Bridge must be left to the South at all times. Any rocks visible at Mean Lower Low Water immediately adjacent to the Contra Costa County, Marin County or the City and County of San Francisco shorelines shall be left to shoreward except Mile Rock, The Brothers and Red Rock. 12.1 RESTRICTED AREA-START/FINISH LINE. US Sailing Rule 6 is amended to require that any yacht whose Preparatory signal has not been displayed shall keep clear of any yacht whose Preparatory signal has been made. Yachts shall not cross the Starting and Finishing lines except when preparing to start, starting or finishing unless otherwise provided in the Sailing Instructions. 1 3.0 POSTPONEMENT. The signal to postpone will be the hoisting of the Answering Pennant and the firing of two guns. The postponement period will end with the lowering of the Answering Pennant and the firing of one gun. One minute after the ending of the postponement period, the warning gun and signal will be made, signifying the resumption of the regular sequence.
