Arlington Historical Commission Minutes for the Meeting of Tuesday, 8 January 2019 Whittemore-Robbins House, 7:45p.m. 1. Call to Order: Commissioners Patrick Guthrie, Pamela Meister, Eric Stange, Dianne Schaefer, and Chair, JoAnn Robinson. 2. Review of minutes: Reviewed minutes from December 2018. Approved as amended. 3. Communications Received: a. Message from Patricia Worden regarding the use of Historic Preservation funding. b. Message from Eve Eisenbach regarding the property at 17 Brantwood Road. Wants to set up a time for a hearing. c. Message from the Arlington Historic District Commission regarding the historic inventory. Commissioner Schaefer will follow up with this. d. Request for sign off for renovations to 141 Gray Street. The plan is to replace the rubber roof on porch and to install new steel railing. Changes will be like for like. 4. Reports of other Town Boards and Historical Organizations: a. Arlington Preservation Fund (Guthrie, Schaefer)- Nothing to report. b. Arlington Historical Society (Meister)- January 27, 2019 at 2pm Inspired by Nature with Sara Lundberg and Society Volunteers. Program held in Smith Museum at Jason Russell House Enjoy a special exhibition of objects from the collection either inspired by or made from the natural world. Learn about the connections between fashion and conservation and how mass production often emulated the original natural materials. c. Arlington Historic Districts Commission (Robinson)- Nothing to report. d. Community Preservation Act Committee (Robinson)- The report given included that there is an increase in the number of applications for historic preservation and other areas, however less money is available than in the past. The next meeting is January 24, 2019 to review applications for Old Burying Ground, Robbins Cottage, Spy Pond bleachers, etc. e. Arlington Historic Resources Working Group (Schaefer, Robinson) – A plan is in place to devote a half hour of the Arlington Historical Commission meeting on February 5, 2019 for the public and to address the response of homeowners in regard to their houses being added to the Inventory of Historic Structures. The plan is to get questions in advance. Historical Commission FY 2019 Budget- Nothing to report. 5. Projects Proceeding under Hearings and Approvals: a. 3-11 Lakeview Street 4/16 Schaefer/Robinson- Stop Work Order b. 47 Mystic Lake Drive 9/16 Guthrie- Nothing to report. c. 39 Winter Street 9/17-Preferentially Preserved- 1 year-demolition delay d. 43 Winter Street 9/17-Preferentially Preserved- 1 year-demolition delay e. 12 Schouler Court 11/17 1-year demolition delay. f. 418 Massachusetts Avenue 11/17- Stange- Work started again. Review decision letter. g. 65 Hillside Avenue 1/18- Robinson- Nothing to report. h. 36 Draper Avenue 4/18- Schaefer- Framed. i. 32 Kensington Road -5/18- Guthrie- Nothing to report. j. 81 Hillside Avenue- 9/18-Stange- Nothing to report. k. 21 Teel Street-12/18- Guthrie- Nothing to report. l. 456A Massachusetts Avenue- 12/18- Schaefer (sign for Bubble Nation). 6. Continuing Projects a. Whittemore Robbins House (and outbuildings)- Nothing to report. b. Arlington Civic Block Garden: Robinson – Planning grand opening in the spring. c. Education/Outreach: Robinson – Nothing to report. d. Historic House Markers: House markers received and delivered. Request for House marker for 15 Village Lane from Beth Kass. e. Town Hall: Nothing to report. f. Web Site: Stange – No report. 7. Discussion and Hearings: 8:00pm Continuation of Formal Hearing for 20 Belton Street with owners, Ramesh Izedian and Gila Naderi. The hearing began with an inquiry from the Commission about where they are in the process of making plans to restore unapproved changes to the property. The owners shared that they have replaced the plastic shutters and added a latticework design to the porch over the front door that did not match the original. They also applied muntins to windows and sidelights that were changed on the front vestibule. The Commission noted that four shutters are missing on the house and the proportions of the sidelights do not match the original. The proportions of the windows make this house distinctive. Further discussion followed with a request from the Commission for the owners to come back with a proposal to restore the entryway, add details to area above the windows and grids for the windows. It was decided to continue this hearing to February 5, 2019 at 8:00pm. Commissioner Stange was assigned to be the monitor for consultation purposes. This portion of the hearing closed at 8:37pm. Old Business: Commissioner Guthrie finished the architectural description for the Arlington High School. This will be shared with Richard Duffy for his input. The Commission’s role is to state the architectural significance and character defining features of the building. New Business: Residential Study Group will have next meeting at the Town Hall on Friday, January 18, 2019 at 8:30pm. The Commissioners have been asked to review the draft in areas that apply to the Arlington Historical Commission. It was noted that there is resistance in the group to deal with the bylaw. A major question is how to change the bylaw to further protect houses in Arlington. Victoria Rose will talk with Joan Roman about adding the Inventory list to the town website. The Arlington Historical Commission adjourned at 9:15pm. The next Arlington Historical Commission meeting will be February 5, 2019 at 7:45pm.
