He served for 16 years in the U.S. Congress, chairing the House SubcommitteeonEnergy,ConservationandPower.Hewasafoundingstaffmemberofthe U.S.PeaceCorpsandwasanassociateintheNewYorklawfirmofClearly,Gottlieb,Friendly &Hamilton.
