The purpose of the Special Meeting today is to select the finalists for interviewing. EXPERIENCE City Manager, City of Holton, KS 2010 – present Assistant City Administrator, City of Smithville, MO 2008 – 2010 Assistant to the Public Works Director, City of Newton, KS 2006 – 2008 Program Coordinator, Butler County Health Department, El Dorado, KS 2006 – 2006 BACKGROUND Holton, Kansas is the county seat for Jackson County, Kansas and the main hub for all things economic development. With highway 75 running directly through Holton it creates a funnel down to the capital city of Topeka, Kansas only twenty miles away. It puts Holton in a great position for commercial and industrial development. Highway 16 runs east/west and is a short hour drive to Kansas City International Airport, which is another benefit for Holton in Northeast Kansas. In 2012 the City had approximately 3,500 population. The City is home to one regional hospital, which serves the Northeast Kansas region. Recent economic development includes a Wal-Mart Supercenter, Banner Creek LLC (Johnsonville Brats), O'Reilly Auto Parts Store, Casey's General Store, and a senior residence development. Highland Community College provides local and regional persons the opportunity to increase and enhance their quality of life. The addition of the University of Kansas, Kansas State University, and Washburn University all located within an hours' drive also provides to the development of Northeast Kansas. Holton's General Fund budget for FY15 is just under $2 million with the total budget being $11.6 million. That includes infrastructure improvements to our Industrial park, annual Street Program, and upgrades to our Water Treatment Plant. It does not include a new 1/2 cent sales tax that has only been collected since January of 2014. This 1/2 cents sales tax is specifically for infrastructure improvements, mainly sanitary sewer, and debt relief. The City has 50 employees with eight departmental superintendents reporting directly to the City Manager. The three most significant issues facing the City are:  Debt relief. Over the past four plus years, the City Commissioners and City staff have worked very hard to reduce debt from $12 million to about $6 million. This was done by Page 5 of 42 10
