Bidder / Respondent – signify those who download this tender document from Bank’s Website or Govt. tender site and submit response to Bank. 3. RFP means the Request for Proposal document 4. CBS means Core Banking Solution implemented in the Bank 5. Bidder and Bank shall be individually referred to as ‘Party’ and collectively as ‘Parties’. 6. DC means Data Centre located at Mumbai 7. DR/DRC/DRS means Disaster Recovery Site located at Greater Noida 8. NS/NLS means Near Site located at Mumbai 9. Effective date shall mean the date of execution of agreement between Bank & the selected Bidder. 10. SI means System Integrator who is managing CBS project i.e. M/s Wipro Ltd at present or the new Vendor who shall be appointed for managing CBS project. 11. PMO means Project Management Office from SI team and Bank team are jointly doing operations work and upgradation/changes/Monitor etc. At present PMO is setup and working from Naraina, New Delhi. 12. Bank's RRB is Satluj Gramin Bank located at Bhatinda 13. Bank's Call center managed by M/s Granada Services Pvt Ltd located at Greater Noida. Page 4 of 70 Appointment of IT Consultant for CBS and IT projects (B) INTRODUCTION Punjab & Sind Bank, one of the leading public sector banks, has already deployed various IT applications such as Core Banking Solution, Internet Banking, Mobile Banking, ATMs, Treasury, Mail Messaging, etc. In addition to these, the Bank wishes to implement several new IT projects on an on-going basis depending on needs and the changing technology and regulatory environment. The Bank invites technically complete and commercially competitive proposals from eligible, reputed Institutions, professional firms, companies for Appointment of IT Consultant for CBS and IT Projects. The purpose of this Request for Proposal document (“RFP”) is solely to enable Punjab & Sind Bank (“Bank”) in defining the requirements for appointment of a competent IT consultant for scope of work mentioned in the RFP document. Punjab & Sind Bank invites sealed RFP offers (Technical bid and Commercial bid) from eligible Bidders for providing the IT consultancy services for scope of work mentioned in the RFP. A complete set of RFP documents may be downloaded by eligible bidder from Bank’s website and submit Bid along with participation fee (non-refundable) and EMD as mentioned in the Key information. Earnest Money Deposit must accompany all offers as specified in this RFP document. EMD ( Bank Guarantee ) and participation fee should not be mixed with Technical bid. It should be in separate cover to be handed over to the department. The technically qualified bidders would be participating in the sealed commercial bidding. RFP offers incorporating the eligibility criteria will be opened in the presence of the bidder representatives who choose to attend the opening of RFP on the specified date, time and place. Technical Specifications, Terms and Conditions and various formats and Performa for submitting the offer are described in the RFP document. Page 5 of 70 Appointment of IT Consultant for CBS and IT projects (C) DISCLAIMER  The information contained in this RFP document or any information provided subsequently to Bidder(s) whether verbally or in documentary form by or on behalf of the Bank, is provided to the Bidder(s) on the terms and conditions set out in this RFP document and all other terms and conditions subject to which such information is provided.  This RFP is neither an agreement nor an offer and is only an invitation by Bank to the interested parties for submission of bids. The purpose of this RFP is to provide the Bidder(s) with information to assist the formulation of their proposals. This RFP does not claim to contain all the information each bidder may require. Each Bidder should conduct its own investigations and analysis and should check the accuracy, reliability and completeness of the information in this RFP and obtain independent advice, wherever necessary. Bank makes no representation or warranty and shall incur no liability under any law, statute, rules or regulations as to the accuracy, reliability or completeness of this RFP. Bank may in its absolute discretion, but without being under any obligation to do so, update, amend or supplement the information in this RFP.  This is not an offer by the Bank but only an invitation to bid in the selection process initiated by the Bank. No contractual obligation whatsoever shall arise from the RFP process until a formal contract is executed by the duly authorized signatory of the Bank and the Bidder. Page 6 of 70 Appointment of IT Consultant for CBS and IT projects 1 Scope of Work The IT environment is ever changing and accordingly Bank’s requirements would be varied and recurring in nature. The consultant shall be required to undertake to perform all such tasks, render requisite services and make available such resources as may be required from time to time and requirements made known by the bank during the period of the contract. As a part of continuous technology upgrade, to utilize various new features / technological advancement of the newer version of the CBS/other IT projects and to provide better and enhanced service to its customers through re-engineering of its existing processes, the Bank envisages either upgrading the existing versions of the Core Banking System Finacle 7.0.25 to a higher version Finacle 10.2.15 (Or any latest certified and stable version post 10.2.15 in 10.2 series, here in after referred as Finacle 10.x ) or replace the existing CBS. Consultant will assist the Bank in the end-to-end contract execution with the selected System Integrator/s including coordination with different Bank Departments for finalizing the sizing. Based on the defined scope, the consultant shall be required to independently arrive at the Methodology, based on globally acceptable standards and best practices, suitable and acceptable for the Bank, after taking into consideration the effort estimate for completion of the same and the resource requirements. The Consultant will have to work as per the timings of the Bank. Given the ever changing business and technology environment and the background that the Bank’s requirements would be varied and recurring in nature, Bank envisages the need for consulting assistance for technology initiatives and project management consultant on fixed-cost basis for the below mentioned scope of work in a phased manner. The Consultant will have to support existing IT operations and IT related issues. Also have to consider and implement all requirements/changes received time to time from Regulatory/Statutory Body/ RBI/Govt. of India during project duration. The cost of support be included in project cost. The Consultant should be fully conversant with all Government Guideline CVC guidelines, GFR 2017 issued by GOI, all procurement guidelines/ manuals of the Bank as applicable to the subject matter of advice /service to be rendered by the consultant during Phase –I – IT Strategy, Phase –II RFP preparation and subsequently in Phase – III Project Management and Monitoring. 1.1 Phase – I ( IT Strategy) – Timelines - 3 Month. A : Bank desires that the consultant shall study the existing setup of Bank’s IT infrastructure , compare with other peer Banks. Identify Gaps if any and assist in defining methodology for bridging up those Gaps to ensure that Bank is at par with peers in the industry. Some of the items for study are as under :- i. CBS (Finacle 7.0.25) and associated modules/applications and all Change Requests given up to January 2018. Page 7 of 70 Appointment of IT Consultant for CBS and IT projects ii. Payment & settlement Gateway like RTGS, NEFT,CCIL, SFMS etc. iii. CTS at all Grids including ECS, NACH, Centralized Positive Pay System (CPPS) etc. iv. Call Centre and its operations. v. All alternative delivery channels (ADC) like Internet Banking, Mobile Banking , ATM, CD, Dedit Cards, POS, UPI, BBPS, IMPS etc. vi. All Government initiatives like Government Bussiness, Pension, Aadhar enabled activities, Financial Inclusion, GST, all Govt. Schemes etc. vii. Other applicatons like Mail Messaging, SMS alerts, Integrated Treasury (Offline Mode), ALM, Lockers, Anti-Money Laundering, CKYC, Automated Data Flow, Data Archival Retrieval, CPSMS, Biometric Authentication etc. viii. DC, DR, NS infrastructure and its health. At present DC & NS at Mumbai and DR at Noida. ix. Network Architecture of Bank (At present Branches/Offices are connected to DC/DR through MPLS cloud). x. Security Implementation at all places Hardware Level, DC/DR/NS level, Application level, Network level, etc. At present Biometric access in finacle, Active Directory, Antivirus, etc. are working centrally from DC/DR. xi. BMC monitoring tool is implemented at PMO Naraina, New Delhi for monitoring of Bank’s IT Infrastructure. xii. Study of available Bank's resource to handle IT / Projects as per the strategy drawn by the consultant. xiii. Study all IT related process automation as defined in Gyan Sangam recommendation. xiv. Consultant will study all existing process & IT infrastructure of our Bank’s Regional Rural Bank (RRB) at Bhatinda, Punjab (The Consultant shall make their own arrangement for this study and factor the cost in their bid accordingly. No extra cost will be paid to consultant). The consultant will guide the Bank for complete integration of all IT related service and infrastructure of RRB with Bank so that all IT related services are also available for RRB. (This also includes study of RRB- CBS,CTS, RTGS/NEFT ATM services, their Financial Inclusion etc.) xv. Reconciliation of entries in DAD A/c for various projects at ZO Mumbai/BO Fort Mumbai. xvi. Study the existing Master Service Agreement (MSA 2012) along with SLA ,Annexures and Apendix already executed with Current System Integrator( M/s Wipro ) . As per their study, identify Gaps/ hurdles being faced by the Bank ( i.e Hardware benchmarking, NOC, SLA terms etc.) and prepare RFP for selection of new System integrator accordingly. xvii. Projects in pipeline :- 1. Human Resource Management System (HRMS) 2. Loan Origination System ( LOS) 3. Security Operation Center (SOC) 4. Integrated Risk Management Solution (IRMS) 5. Indian Accounting System(INDAS) Page 8 of 70 Appointment of IT Consultant for CBS and IT projects xviii. Future / upcoming application/ Projects 1. Fraud Risk Management ( FRM) 2. Data Warehousing / Business intelligence/ Data mining 3. International Financial Reporting Standards 4. Customer Relationship Management ( CRM) 5. Document Management System(DMS) 6. Business Process Management 7. Audit Automation Solution 8. Any other Project as per the requirement of the Bank xix. Study the existing ATM related process and infrastructure (Switching services , Card Management, FLM, cash loading at ATM etc. ), compare with other peer Bank’s and accordingly guide the Bank for managing the switch or hire in future as per the business of the Bank. xx. The Consultant has to study projects in pipeline and future/upcoming application /projects and factor necessary hardware and infrastructure while drafting the RFP during Phase -II. B. Bank desires that the consultant shall study and analysis/assess the Bank’s current IT Infrastructure vis-a-vis i. Public , Private and International Banking Environment. ii. Global Peer Banking trends. iii. Modern IT Technologies in Banking Sector like Cloud Based computing, Digital Banking etc. iv. Virtualization of Hardware/Software v. Regulatory requirements, RBI guidelines, etc. vi. Current Market trend. vii. Future Roadmap for the Bank for next 10 years. viii. Process automation, DC-DR automation. ix. Network & Security posture of the Bank. x. Ease of customer service xi. Higher customer experience xii. Optimal staff utilization and productivity xiii. Study the SLA of Other Banks xiv. Prepare a framework which will include review of various options depending on best fit option. i. Owned Vs. Outsourced opex model ii. Single Vendor Vs. multiple Vendors iii. The consultant shall deliver a comprehensive reports after study and assessment as per Section “A” and section “B” which shall include at least following but not limited to: i. Current state Assessment Report ii. GAP Assessment report iii. Target State Definition iv. IT Strategy Report v. IT Roadmap for next 10 years ( Short Term and Long term initiative). vi. Investment plan for the Bank vii. Timelines for Implementation of Milestones/ Deliverable ( Roadmap) for new System Integrator ( SI) viii. Tenure of IT Consultant mapped with Milestone/ Deliverable of SI ix. Advisory report for any new technology/ Infrastructure to be adopted/implemented in the Bank. x. Advisory report and plans on smooth transition of System Integrator with and without existing IT infrastructure. xi. Report on approach for transition for Bank’s Top Management. A presentation shall also be made to Bank’s Top Management on various reports mentioned above. The above activity as mentioned in Point no. 1.1 A, B, C, D shall be completed as per below timelines. Phase 1. 1 A , B, C and D - Study the existing setup of Bank’s IT 1 Month and 15 Days infrastructure and assessment, preparing the framework & submission of reports ( from the date of issuance of work order) The project director will attend the meeting on weekly/fortnightly basis (Weekly / fortnightly) * with Top Management as per the progress made or issues being faced in drafting the framework and guide the Bank in selecting the best fit option as mentioned in point no.1.1. C above *the process should be completed within 3 month as per the above timelines , which also includes approval of IT strategy from Bank’s Management. ( in case of delay, the second Phase will be started only after the completion of Phase I) Page 10 of 70
