Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 4 Good Quality of Environment 4 Good Quality of Staffing N/A Quality of Management and Leadership 3 Adequate What the service does well Relatives were very positive about the care their family members received. Service users were also satisfied with their care and positive comments were made by both service users and relatives about the attentiveness of staff. What the service could do better The home has quality audit and assurance tools. However, it needs to be clearer about their scope and range and the frequency of their use. Arrangements for the checking of results of quality audit need also to be improved. What the service has done since the last inspection The physical environment of the home has improved. Conclusion Relatives and family members said they felt listened to. There were noticeable strengths in how staff respond to the needs of both service users and their families. Who did this inspection Drew Conlon Almond View Care Home, page 3 of 20 Inspection report continued 1 About the service we inspected Social Care and Social Work Improvement Scotland (the Care Inspectorate) regulates care services in Scotland. It awards grades for services based on the findings of inspections. These grades, including any that services were previously awarded by the Care Commission, are available on www.scswis.com Almond View Care Home is registered as a care home to provide support to a maximum of 78 older people. The service is managed by Tower Bridge Care Homes Ltd. The home is located in Drumchapel, Glasgow, and is nearby to local transport and amenities. The building consists of two floors. The ground floor provides accommodation for 38 people and the top floor can accommodate 40 people. All bedrooms are provided on a single basis with en-suite toilet and wash-hand basin/toilet. Shared bathing/shower facilities are available on each floor. Communal lounges and dining rooms are also available on both the first and second floors. Garden space is located at the rear of the home and a 'courtyard' with gardens can also be used by people. A car park for visitors is provided at the front of the home. Almond View Care Home's aim is to provide a high standard of person centred care to 78 residents aged 65 years and over requiring nursing care. Provision is made for two of the 78 beds to be made available for respite. Almond View also provides care to residents who may be under 65 years old but whose needs require nursing care and those who may have some degree of dementia." An example of their objectives is: "To be committed to continuous improvement of the service by: * Involving residents, taking forward their suggestions and views * Developing the team, taking forward their suggestions and views." Almond View Care Home, page 4 of 20 Inspection report continued Based on the findings of this inspection this service has been awarded the following grades: Quality of Care and Support - Grade 4 - Good Quality of Environment - Grade 4 - Good Quality of Staffing - N/A Quality of Management and Leadership - Grade 3 - Adequate This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change following other regulatory activity. Almond View Care Home, page 5 of 20 Inspection report continued 2 How we inspected this service The level of inspection we carried out In this service we carried out a high intensity inspection. We carry out these inspections where we have assessed the service may need a more intense inspection. What we did during the inspection The evidence for this report was gathered by Drew Conlon and Moira Agolini, Inspectors. They visited the home over two days on Wednesday 9 and Thursday 10 January. Feedback about the inspection was provided on Friday 11 January. During the visit, the inspectors spoke to the service manager, her depute, three nurses, an activities organiser and six care assistants. They also spoke with nine service users and four family members. They also observed the serving of lunch in both units. In addition they also took into account a wide range of policies and procedures and other relevant documentation including: Care plans Participation records Staff training records Falls records Audit records Maintenece records Accident and incident records Cleaning schedules. Almond View Care Home, page 6 of 20 Inspection report continued Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. You can find out more about care services' responsibilities for fire safety at www.firelawscotland.org Almond View Care Home, page 7 of 20 Inspection report continued What the service has done to meet any recommendations we made at our last inspection The Recommendation about mealtimes in the previous report is continued in this report under Statement 1.3 The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. All sections of the self assessment were completed. Taking the views of people using the care service into account The views of people using the service were favourable. 'There is usually something to do here'. 'We had great food at the Christmas dinner'. 'This is a lovely place'. Taking carers' views into account The views of carers were favourable. 'Staff really helped Mum to settle in'. 'I have nothing but good to say and the staff have almost become friends'. 'The staff are caring, kind and responsive'. Almond View Care Home, page 8 of 20 Inspection report continued 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths The provider who inherited management of this home has issued a participation strategy. Information was displayed in the reception area in the 'You Said We Did' format. The minute of a relatives and residents meeting held on 12 November 2012 was seen. There was a positive attendance with eleven residents and sixteen relatives present. There was a full written record of the meeting including items on new and departing staff members, consultation on the home's cafe provision and discussion about residents activities. New care planning documentation is being introduced and will provide more opportunism to reflect life histories and other aspects of person centred planning. Overall we found that both relatives and service users felt listened to and staff responded well to their requests. Areas for improvement Care plans could be better individualized and documentation within them better signed and dated. There were instances where a record of the six monthly review of care plans were not available in the file. See recommendation below. Almond View Care Home, page 9 of 20 Inspection report continued Grade awarded for this statement: 4 - Good Number of requirements: 0 Number of recommendations: 1 Recommendations 1. The provider should ensure that the six monthly review of care plans takes place in every case. National Care Standards: Care Homes for Older People: Care Standard Number 11 - Expressing your views.
